Position Description

The City of Seattle is seeking candidates for a Term-Limited-Temporary Geographic Information System (GIS) Senior Project Manager  with the Applications Division in Seattle Information Technology (Seattle IT).  This assignment is anticipated to last two years.

Job Responsibilities

Position Overview:

Note: This is a term limited temporary position anticipated to last two years.

In this role you will use your leadership and technical skills to manage critical, highly complex, cross functional, medium to large-scale projects primarily focused on public utility and municipal applications. You will oversee technology implementations of GIS focused projects that may involve spatial analysis, software development, vendor product configuration, data development and manipulation, and map creation. Assigned projects range in duration from small six-month efforts to larger multi-year projects. Working closely with Seattle IT’s GIS team, you will be responsible for leading these projects through the project management lifecycle (PMLC) and the software development lifecycle (SDLC) from concept to completion (or to the end of your term).

Here’s more of what you’ll be doing:

  • Delivering full scope of projects on time and within budget.
  • Applying project management skills including direction, monitoring, and general oversight for project teams, vendors, contractors, consultants and staff.
  • Developing detailed project plans containing a well-defined work breakdown structure, activities & tasks, dependencies, a resource-loaded schedule and resource plan.
  • Utilizing a risk management workshop, identify project risks and maintain risk log with clear and manageable risk mitigation strategies with contingencies.
  • Developing and maintaining the procurement plan and track actual expenses and forecast for budgeting to meet financial reporting standards.
  • Managing the vendor engagements, tracking deliverables to schedule.
  • Defining and documenting processes required for deployments including changes to operational business processes and operational support plans.
  • Supervising execution activities such as monitoring and controlling overall plan and deliverables; report to stakeholders and management on status of schedule, cost, quality, change, risks & issues, readiness, and acceptance.
  • Ensuring business analysis activities demonstrate requirements are developed, maintained, and traced.
  • Scheduling and conduct Steering Committee meetings and all other key stakeholder meetings.
  • Following Citywide CITP processes, standards and Project Stage Gate reviews throughout the lifecycle of the project including system stabilization and project close out.
  • Conducting project closeout activities including lessons learned, requirement/scope validations, schedule and budget performance, the handover to O&M (operations and maintenance), and closeout of all contracts and financial reporting.
  • Reviewing technical documentation including architectural impacts, data models, integration plans, etc.
Qualifications

NOTE:  Equivalent combinations of education/experience/training will be considered for the required qualifications except where specifically noted.

Required Qualifications:

  • Minimum of five (5) years’ experience managing projects with increasingly responsibility, size, and complexity as reflected in the size of project, cost of the project, size of project team, depth and breadth of project manager role & responsibility, span of project impact (i.e., enterprise-wide, multi-departmental, or having a major market or external impact).
  • Experience managing projects using both Agile and Waterfall methodologies.
  • Experience managing project budgets over $1M (including labor costs).
  • Experience with GIS technologies or implementation of GIS related projects (similar knowledge will be considered).
  • Experience with business systems and database integrations.
  • Excellent written and oral communications skills and the ability to communicate effectively with technical teams, executives, business teams and external agencies.
  • Excellent skills and ability to influence stakeholders, and drive decisions to closure; adept at moving executive and senior management to action.
  • Strong analytical and critical thinking skills
  • Process oriented with strong attention to detail
  • Proficiency using Microsoft Project, Visio, SharePoint, and Office products.
  • Ability to quickly adapt to changes in technology tools used for daily productivity.
  • Demonstrated success working in a matrixed reporting structure.
  • Excellent leadership and political awareness within a government/public environment.

Desired Qualifications:

  • BA or advanced degree relevant to Management Information Systems, Systems Development, Project Management, or equivalent alternative.
  • Project Management Professional (PMP) certification or Masters’ degree with Project Management specialization.
  • Experience and/or knowledge of civil engineering, mapping, or spatial systems
  • Experience with public sector and/or public utilities
  • Experience with process mapping/documentation
  • Agile project management methodology
  • Experience writing request for proposal (RFPs) and working with third party vendors in the acquisition or development of solutions.
  • Experience with procurement, contracting, negotiating vendor statements of work and managing vendor teams.
  • Experience employing organizational change management practices within technology implementation projects.

Special Conditions:

  • Ability to work non-business hours.
  • Occasional travel to offsite facilities and remote locations may be necessary.
