Position Summary

In this role you will be performing expert-level professional, technical, analytical, and customer-oriented work in the Spatial Services unit of Information Technology and leading the GIS application development team in a supervisory capacity. You will be contributing as a subject matter expert in Enterprise GIS architecture and managing the operations of GIS SaaS software, field data collection apps and leading the developers responsible for advanced custom GIS application development.
 
Your immediate deliverables will focus on understanding the County’s current Enterprise GIS architecture and GIS application development practices that utilize Esri technologies, partnering with customers and staff and assuming responsibility for critical operational components of the County’s Enterprise GIS. You will be responsible for managing the execution of projects in the annually established workplan, daily operations as well as the performance, and professional development of the GIS application development team.

How to be Successful in the Role: 
We are looking for someone who can quickly develop a deep familiarity with the current Enterprise GIS web service and application architecture and system integrations and is an expert on the ESRI GIS platform including products such as Standalone ArcGIS Server, ArcGIS Enterprise Portal, ArcGIS Online, ArcGIS Pro and ArcGIS API for Python.
Outside of your proven technical expertise and work experience, we are looking for someone who thinks ahead, anticipates needs and is an actively engaged supervisor. Team-focused collaborative work methods will help you be successful.
 
Your Future in this Role: 
You will report directly to the IT Manager of Spatial Services and supervise a team of 4 GIS developers/administrators. You will be instrumental in our mission to provide GIS services and applications that the community and County employees depend on. As one of three supervisors in the Spatial Services Unit, you will have the opportunity to set future direction and develop the application development team, while contributing as a member of the overall IT leadership team.

You will be leading the development of integrated technology solutions utilizing Esri technologies, implementing security at all levels of the enterprise GIS platform; planning for spatial information technology deployment and implementing the planned solutions; researching and solving spatial information technology problems proactively; developing knowledge of the customer’s business; and providing senior level direction, assistance, and mentoring to customers and other staff.
 
Core Daily Responsibilities:

  • Perform expert-level professional, lead functions in GIS data construction, programming, GIS analysis, system implementation and project management for enterprise-wide or complex projects.
  • Provide leadership for GIS operations, research and design of system architecture strategies, programming, database design and implementation services.
  • Use object-oriented programming languages, web services, client and server application development processes and internet technologies to construct new GIS software systems.
  • Serve as the subject matter expert for GIS enterprise systems, platforms, system architectures, system integration, and system implementation including cloud and on-premise GIS platforms.
  • Provide application management including needs assessment, GUI design, system architecture, software development, implementation processes, integration testing, performance tuning, documentation, and system deployment.
  • Lead complex, multi-tier enterprise GIS system development for county business, scientific, mission critical or engineering applications across multiple platforms.
  • Serve as supervisor including plan, organize and assign work; conduct meetings; monitor schedules and budgets; perform research; develop work products, recommendations, and action plans. 
  • This position may also act as the Spatial Services Manager when the Manager is unavailable.

Qualifications

Minimum Qualifications:

  • Bachelors Degree in Science, Technology, Engineering, Geography or related field.
  • Eight or more years of information technology/GIS experience required.
  • Additional education or experience may substitute for the recruiting requirements. 
Preferred/Desired Qualifications:
  • Expert level recent experience in Standalone ArcGIS Server, ArcGIS Enterprise Portal, ArcGIS Online, Python 3.x, Esri ArcPy, ArcGIS API for Python, ArcGIS Pro 
  • Previous experience in developing GIS web applications and Desktop Pro add-ins. Excellent understanding of ESRI ArcGIS suite of developer technologies such as ArcGIS Maps SDK for JavaScript 4.x, Experience Builder, ArcGIS Pro SDK.
  • Direct staff or supervisory/management experience with an understanding of the principles and practices of effective supervision.
  • GISP 
  • PMP or other similar/related project management certification.
