Job Summary

The City of Salem IT Department is seeking a talented, highly motivated GIS professional to join our dynamic GIS team as Programmer Analyst. As a GIS Programmer Analyst, you will serve as the primary resource on application development projects and business system integration projects, provide application troubleshooting and support, and research and recommend new technical geospatial solutions for City services.  You work will focus on the needs of the Public Works Department to provide innovative solutions for their diverse service offerings and mobile workforce.  You will develop and implement GIS solutions and work as part of a team to advance Salem in smart city initiatives.

In this position, you will plan, organize, and conduct business process and system analysis to improve performance and provide solutions for organizational needs and efficiencies. You may serve as an administrator and a functional expert for City business systems and will contribute to solutions that meet overall City and department technical strategies.

You will work with a variety of stakeholders and team members, including department staff, IT technical staff and vendors to ensure successful, timely delivery of projects and solutions, while working within the scope of business expectations and system needs and constraints. In addition to serving as a primary resource for Public Works, you will be a part of the enterprise GIS team to develop smart and sustainable solutions.

What are the minimum qualifications?                                         

  • Must pass the pre-employment background check.
  • Must have an Oregon Driver license and meet the City of Salem’s driving standards.
  • A bachelor’s degree in geography, geographic information systems, management information systems, cartography, environmental science, planning, engineering, computer science, information technology, software engineering or related course of study; and three (3) years GIS experience which included designing, creating, maintaining and analyzing geospatial and tabular data; and writing GIS script or applications programming; or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Must pass the criminal background check necessary to obtain Criminal Justice Information System clearance and Law Enforcement Data System certification within 30 days of hire (clearance must be maintained throughout employment).
  • Preference will be given to candidates with a Geographic Information Systems Professional (GISP) Certification.
  • Preference will be given to candidates who have experience leading projects, application design and development, working in a team environment, and providing support for an enterprise public utility management application.
