Essential Functions
The essential functions of this position include but are not limited to:
1. Reviews and evaluates work methods and procedures; meets with management staff to identify and resolve problems.
2. Assesses and monitors workload; identifies opportunities for improvement and implements changes.
3. Selects, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; makes recommendations regarding discipline and termination.
4. Utilizes expert proficiency in Esri’s ArcGIS Enterprise, ArcGIS Online, and desktop GIS solutions to architect and implement cutting-edge GIS strategies ensuring optimal functionality.
5. Provides solutions for seamless integration and efficiency of government GIS applications across planning, public utilities, transportation, police, fire and emergency management services (EMS).
6. Performs project management activities for complex information technology projects; balances multiple projects simultaneously, prioritizes work, meets deadlines and manages workloads efficiently.
7. Coordinates with department leadership to design and maintain GIS infrastructure, business application integrations and data governance within City standards.
8. Directs and implements complex GIS installation, integration and data visualization projects for major systems that carry out City-wide GIS functions.
9. Maintains diagrams of internal and external server and service configurations and architecture.
10. Delivers presentations to public or staff audiences facilitating transparent communication about GIS initiatives and project updates.
11. Maintains all interlocal data sharing agreements and data exchanges with partner organizations.
12. Oversees the maintenance and design of the Enterprise GIS database utilizing Esri’s GIS technology and database management tools.
13. Oversees the development of GIS databases, database administration, GIS analysis, application development and map production to ensure adherence to data governance policies and best practices.
14. Serves as the point of contact for GIS data-related issues including data quality and business-use considerations.
15. Participates or leads data governance workshops and represents GIS interests at enterprise data governance committee meetings; engages with leadership to advocate for data collection policies and participates in data planning, metadata enhancement and collaboration with IT to address program needs and promote Enterprise Data Governance’s values across the organization.
16. Leads the development and implementation of project plans, goals, objectives, policies, and priorities for the City’s GIS program.
17. Makes critical decisions in the development and integration of spatial technologies, design and maintenance of spatial databases and development of GIS deployment strategies.
18. Collaborates with GIS staff and City departments to understand their geographic data and business application integration needs.
19. Coordinates the development of data collection, input and modeling standards for GIS data, applications and solutions.
20. Attends and participates in professional group meetings; stays current on new trends and best practices.
21. Punctual, regular, and reliable attendance is essential for successful job performance.

Knowledge, Skills, and Abilities:
1. Thorough knowledge of GIS processes, systems and data stakeholders.
2. Thorough knowledge of project management principles and techniques.
3. Thorough knowledge of Esri’s ArcGIS Enterprise, ArcGIS Online, and desktop GIS solutions.
4. Thorough knowledge of the Information Technology Infrastructure Library (ITIL) and IT Service Management (ITSM) principles and practices.
5. Thorough knowledge of the principles, practices, methodologies and techniques utilized to effectively manage and motivate a diverse workforce.
6. Skill in the use of Microsoft Office products (Word, Outlook and Excel) and applicable department and organization specific software and ability to learn and become proficient in the use of other specialized software as may be required.
7. Skill in business process analysis as it relates to GIS.
8. Skill in strategic and creative thinking to be able to identify long-term opportunities and trends.
9. Skill in the maintenance, monitoring and troubleshooting of system performance in multiple environments.
10. Skill in process development, strategic planning and work plan monitoring to ensure the seamless execution of GIS initiatives.

15. Experience/Education:
1. High school diploma or GED and ten (10) years of increasingly responsible experience designing, implementing and managing an enterprise geographic information system, including at least two (2) years of supervisory experience;
2. OR associate degree in geographic information systems or a related field and eight (8) years of experience as listed above;
3. OR bachelor’s degree in geographic information systems or a related field and six (6) years of experience as listed above;
4. OR master’s degree in geographic information systems or a related field and four (4) years of experience as listed above;
5. OR a combination of experience, certification, education and training that demonstrates expertise in the related areas.
Special Requirements:
1. A valid Washington State driver’s license may be required.
2. Experience with government GIS applications in business areas such as planning, public utilities, transportation, police, fire, EMS, and city-based map creation and maintenance is preferred.
3. Must have substantial GIS project experience using Esri GIS software products.
