The City of Seattle is seeking candidates for a Geographic Systems Information (GIS) Database Administrator with Seattle Information Technology (IT).

In this role, you will be a member of the GIS Operations team which is part of a six-team GIS and CADD organization residing in the Applications division of Seattle IT.  GIS Operations is responsible for the administration of the City of Seattle’s centralized GIS platform including web servers, geodatabase instances, web services and software (desktop and server), custom and vendor web applications, GIS Open Data and more.  The team also manages several critical GIS integrations with enterprise systems, including Customer Care and Billing (CCB), Maximo, Infor/Hanson, Accela, Irth UtiliSphere and others.  You will work collaboratively with other members of the GIS and CADD organization to ensure the proper operation, stability and performance of the City’s GIS platform, and will participate in on-going efforts to advance the strategic vision and objectives for the City’s GIS program.

You will also be responsible for the operation, administration and troubleshooting of the City’s enterprise Geodatabase, ancillary Geodatabase instances, and other spatial data stores. This includes spatial data modeling duties, data design reviews, and the execution of data model revisions in the test and production instances.  This work includes a GIS architectural focus and the responsibility to administer and troubleshoot the nearly 300 automated batch GIS data processing jobs that are scheduled to run throughout the week.   There is a trend toward adopting real-time data updates as an alternative to batch processes, and the GIS database administrator will lead and oversee this effort.

Job Responsibilities
  • Performing spatial data and database administration.
  • Providing superior technical leadership in this functional area.
  • Monitoring and operation of the spatial database system including the use of ArcGIS Monitor, ArcGIS Server Manager, and custom in-house monitoring tools for reporting results of batch jobs and for sending alerts to GIS Operations team.
  • Providing architectural expertise for the City’s GIS data platform.
  • Administering and troubleshooting the approximately 300 spatial data processing and systems integration processes.
  • Reviewing and providing input for proposed new GIS solutions.
  • Reviewing and advising on spatial data models.
  • Deploying and tuning new data sets.
  • Troubleshooting spatial data and GIS applications as needed.
  • Ensuring that critical and routine maintenance is completed.
  • Continuously improving processes, procedures, and standards to ensure stable, secure and scalable databases and Web services that meet operating service levels and disaster recovery requirements.
  • Being a leader in the continuous improvement of Citywide IT processes.
Qualifications

You will be prepared for this role if you have the following knowledge, skills, and technical proficiencies: 

  • 7+ years’ experience with Esri suite of software.
  • 5+ years’ proven experience in administering an enterprise GIS data platform comprised of multiple related geodatabases.
  • 5+ years’ database-oriented scripting using Python (ArcPy) and PL/SQL.
  • Proven leadership and interpersonal skills in environments that change with technology, strategy, and personalities.
  • Excellent written and verbal communication skills; able to express complex topics and issues to numerous audience types.
  • Proven experience administering and troubleshooting Esri enterprise geodatabase instances.
  • Strong data modeling and design skills.
  • Experience operating within an Oracle, MS SQL Server or other major RDBMS environment.
  • Expert understanding of Esri suite of software, including SDE and GeoEvent Server.
  • Familiarity with ArcGIS Monitor, Orion SolarWinds or other system health monitoring tools.
  • Experience with managing data streams from AVL – Automated Vehicle Tracking systems.
  • Understand the importance of teamwork, building relationships and facilitation.
  • Strong oral and written communication skills to convey technical information to non-technical staff or customers; commitment to excellent customer service; outstanding customer relationship skills.

You will be most successful in this role if you have: 
A Bachelor’s in Computer Science, Geography or closely related filed, or a combination of education and experience that demonstrates the ability to perform the position duties.  Experience with installation and administration of Esri desktop and server software.  Familiarity with Azure DevOps and automated pipeline deployment as well as experience with local government and/or utility GIS data installations.
