The Operations and Maintenance division is looking for a highly skilled and self-motivated Geographic Information Systems (GIS) Analyst that will provide professional-level support to end users of GIS data within the department. Incumbents in this role analyze a variety of statistics and spatial data to create diagrams, illustrations and maps. They also develop applications using GIS technology, which includes translating the application specifications into programs, and recommend program actions based on the results of geographic data analysis.

The Ideal Candidate
The ideal candidate will be an expert in data management, web map and app integrations using ESRI Enterprise GIS. Working with datasets from a standard SQL server to SDE SQL server in real time or near real time is required to meet the needs of the division. This often requires competency in reading, creating and maintaining queries, views, functions, triggers and stored procedures with SQL Server Management Studio (SSMS). Scripting GIS automation with Python is a must. 

The candidate ideally will also have previously worked with the full suite of linear referencing tools, from route creation to the maintenance of linear referenced events. Cityworks or other enterprise asset management system implementation experience and supporting map services utilizing the Javascript API framework application is also desirable. Additionally, candidates should have the ability to work interdependently, think creatively, and communicate effectively.

Experience in local government supporting road or transportation asset datasets is preferred, but not required.

ESSENTIAL JOB DUTIES

Duties may include:

  1. Performs complex spatial analysis and database queries; designs, creates, and maintains geodatabases; develops and maintains data layers and spatial data structures using GIS tools and relational databases; and converts data into alternative formats.
  2. Analyzes data to design and prepare a variety of maps, illustrations, web map applications, and other graphic representations that display layers representing spatial data.
  3. Uses various programming languages to modify existing software to increase functionality, automate processes, or build analysis tools; writes and maintains scripts; debugs application flow and design, documents and tests software modifications; and translates geographic and demographic data into formulas for data entry.
  4. Provides technical support on GIS software; serves as a technical resource for other staff on difficult GIS databases and application issues; and provides training to work groups using GIS applications and mapping.
  5. Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity and inclusion and actively promotes an environment respectful of living and working in a multicultural society.
  6. Participates in work and advisory groups to coordinate data use with other Washington County departments and external agencies.
  7. Coordinates and works with other GIS Analysts and information systems management to determine direction of GIS application development and implementation.
  8. Participates in forums and discussions with managers of information systems and other GIS Analysts to recommend computer software or hardware acquisitions.

KNOWLEDGE, SKILLS AND ABILITIES

Education and Experience:
A typical way to obtain the knowledge and abilities would be:

  • A Bachelor’s Degree in planning, urban studies, geography, architecture, cartography, computer science, surveying, or a related field; AND
  • Three (3) years of experience in geographic information systems design.

  • Must possess a valid driver’s license in the State of Oregon and have an acceptable driving record.

3. Our goal is to schedule oral panel interviews with candidates that successfully pass the Subject Matter Expert Review step as soon as feasibly possible.

4. Washington County will perform a DMV records check on the candidates that successfully pass the oral panel interviews and are selected for the position.
