SUMMARY STATEMENT
This position is responsible for administration and oversight of the geographic information solutions (GIS) software and systems. The work consists of staying current in advanced principles using ESRI products, GIS programming languages and methodologies to perform GIS database management. Must have strong technical and analytical skills to produce, merge and validate information from multiple database sources both internal and external. Responsible for GIS work including; designing, testing and maintaining ArcGIS web maps, integrating third party software with GIS. Provides training and consultation with employees and contractors to foster effective system use and ensure work practices maintain integrity and security of Central Lincoln’s GIS data. Evaluates and participates in making recommendations to advise management of improvements, maintenance and best practice use of GIS. May be team lead for special projects.

Essential Functions
Stay up-to-date with new GIS technologies and techniques, and make recommendations for improvements to the company’s GIS system.

Model and maintain geospatial databases. Identifies, evaluates and implements potential applications and methods to improve operational efficiency and integration of location-based data.

Maintains the ArcSDE Geodatabase model and advises on best practices and data structure, including domains to support functional software integrations.

Review and process various geographic datasets or documents; compiles data from GPS, local, state and federal agencies, taxing and political boundary and other entities for conversion into GIS layers, mapping and analysis. Analyzes GIS spatial and tabular data to develop management reports and maps to meet Central Lincoln’s business objectives. Creates and uses geographic data breakdowns to creatively, visually and concisely solve and present ideas for both technical and non-technical audiences to communicate results to support decision and policy-making. Creates organization reports to support and maintain a variety of district and regulatory requirements across multiple data sources to support business processes and work planning.

Working knowledge of SQL and the ability to create SQL queries to return results in appropriate data sets.

Uses ArGIS Online and similar tools to design and maintain interactive web based map services from desktop to mobile devices using various data sets.

Work with employees from multiple departments to analyze and develop GIS practices and symbology to ensure integrity of Central Lincoln data. Fosters effective use of GIS tools and data. Monitors and ensures high quality data standards are maintained across large-scale data sets, including documentation, correctness and integrity as systems are upgraded and modified.

Ensure data standardizations and usability are applied to maintain an electrically connected model from substation to meter and system. Establish and perform manual and automated quality data checks for data layer content accuracy and completeness.

Maintains a working knowledge of the relationships between GIS and other enterprise software such as financial, engineering analysis tools and customer information.

Provides specialized GIS training, support and troubleshooting to employees as needed to provide guidance in the effective use of Central Lincoln GIS tools.

Responsible for system updates made to GIS datasets for compliance with data standards. Communicate in a professional, respectful and courteous manner with all employees and stakeholders.

Knowledge, Skills & Abilities
Strong specialized knowledge of GIS principles and technologies. Proficient in the use and implementation of ESRI ArcGIS and related products.

Strong knowledge of relational geospatial databases. Ability to program in python and related geospatial libraries.

Ability to develop SQL queries in support of geospatial operations.

Significant experience deploying ESRI tools and functionality like ArcGIS Portal and various web services. Strong technical trouble-shooting, problem solving, research, organizational and analytical skills.

Efficiently analyze process, manipulate and accurately record extensive amounts of technical data.

Work independently with limited direction, as well as cooperatively in a team environment, while consistently demonstrating collaborative, respectful and productive work habits.

Effectively communicate solutions to GIS users at all skill levels. Clearly, concisely and respectfully communicate either verbally or in writing to represent the organization and collaborate with peers.

Contributes to a successful work group through positive interactions, active listening, and the constructive exchange of ideas to meet or exceed strategic goals.

PHYSICAL DEMANDS
Work for extended periods of time in a stationary position (possibly up to 60 minutes or more without an opportunity to substantially change position) while consistently grasping, moving and manipulating documents, office supplies, computer equipment, and other business tools and materials.

DRIVING AND TRAVEL
Drive a personal or company-owned vehicle on behalf of Central Lincoln in the performance of duties that serve as the basis for this position.

Travel occasionally to attend job specific training via traditional modes of transportation (including airline travel) over long distances, some of which may involve one or more night stays out of town, both within and outside the state of Oregon.

Minimum Qualifications and Progression
Associates or Bachelor’s degree in geographic, geospatial information systems, information technology is preferred. An equivalent combination of education, experience and training that demonstrates the required knowledge skills and abilities may be considered in place of a degree.

GIS electric utility experience is preferred.
