The Geoduck Operations Manager leads the Geoduck Compliance Operations Section and is part of the Department of Natural Resources (DNR) Natural Resources Police area of responsibility. This position, plans, leads, and organizes ongoing state fishing operations annually in the field, conducts contract compliance activities, and supports the Geoduck Sales Program mission of sustainably generating revenue for the state. Ensures Compliance activities are administered per contract guidelines including investigative procedures and reports are completed and carried out in a professional well organized timely manner. This position reports directly to the Deputy Chief of Natural Resources Police.

This position acts as a principal assistant to the Deputy Chief of Natural Resources Police; this position is responsible for field compliance, and harvest operations of the geoduck wildstock fishery under the direction and guidance of state and federal regulations, agency policies and procedures, and applicable collective bargaining agreements. This position works in partnership with the Aquatic Resources Division Geoduck Business Manager to conduct the DNR Geoduck Sales Program and includes coordination with private industry, local/state/federal governments, Indian Tribes, and others to ensure resources are managed to preserve ecologic and economic viability for current and future generations. Further to ensure resources are managed to preserve habitat conservation and protection.

Objectives:
  • Ensure business practices lead to an increase in efficiency, accountability, and responsiveness
  • Produce revenue from state geoduck harvest activities
  • Develop respectful relationships characterized by clear communication with our partners, lessees, and applicants.
  • Directs and sets priorities for field operations of the Geoduck Compliance Dive Team.
  • Harvest the Total Allowable Catch (TAC) as provided by the Geoduck Business Manager of the Aquatic Resources Division.
  • Ensure compliance per the DNR geoduck contract.
This position requires a high level of critical thinking and political skill, coordinated with division experts and executive management, as they are often concerned with fundamental changes of statewide significance, and more often than not have legal, political, and financial implications for some of the major stakeholders in the state.

 

Duties

Responsibilities:
Assists the Deputy Chief of DNR Natural Resources Police
Manages the Geoduck Compliance Operations Section, within the Natural Resources Police, by supervising and implementing geoduck harvest operations for the DNR’s Geoduck Sales Program. Ensures workflow, sets priorities, sets standards, and ensures quality staff work, provides guidance and training, and supervises a staff of 13 people.

Assures appropriate and optimum use of the organization’s resources and enhances the effectiveness of employees through timely appraisal and professional development opportunities. Supports effective communications throughout the organization. Maintains the highest standards of personal/professional and ethical conduct and supports the state’s goals for a diverse workforce.

Supports staff during difficult or controversial negotiations, briefs executive management on issues, and meets with constituent groups. Represents the department, coordinates with other agencies, develops, plans for, and implements program objectives, and develops revenue projections and budgets.

Geoduck Fishery Compliance

Manages and sets priorities for the Geoduck Compliance Operations Section, which includes management of the DNR Dive Team and resources. Works collaboratively with the Aquatic Resources Division Geoduck Business Manager who plans individual and fishing year auctions, determines DNR’s Total Allowable Catch, and manages the business contract responsibility for Geoduck product sales. This position, plans, leads, and organizes ongoing state fishing operations annually in the field, conducts contract compliance activities, and supports the Geoduck Sales Program mission of sustainably generating revenue for the state. Ensures Compliance activities are administered per contract guidelines and investigative procedures and reports are completed and carried out in a professional well organized timely manner.

This position directly supervises one Dive Equipment and Regulatory Manager (NRS3) and two Dive Team Supervisors (Dive Team Safety Officer and a Dive Team Training Officer- NRS5’s). Indirectly supervises two Compliance Team Leads (NRS2’s), and eight Compliance Officer Divers (NRS1’s). Sets and maintains a focus on program priorities. Oversees several complex projects simultaneously. Works in partnership with the Aquatic Resources Division Geoduck Business Manager and the Office of the Attorney General to ensure coordination and a sound legal and policy foundation for asset management decisions. Maintains and supports the highest level of safety and technical training for fieldwork and at the Blue Mountain Facility. Schedules and attends routine geoduck fishery implementation meetings attended by the Aquatics Resource Division Geoduck Business Management section and Geoduck Compliance staff. Manages the Blue Mountain Facility Dive Locker and all equipment assigned to the dive program. Ensures Department of Health certifications and sampling is carried out to enable harvest activities on planned tracts.

Budget
Administers and monitors the budget for the Geoduck Compliance Operations unique program areas; projects trends in revenues and expenditures; prepares and recommends budget reduction options and funding strategies for executive management; provides managers with accurate, clear, and consistent financial data on a regular basis; briefs and advises agency management on budget requests and the allocation of funds to support agency goals; reviews program allotment requests and approves, modifies or denies allotment requests based on established program plans, fiscal, or policy considerations. This position has management responsibility over all program purchasing cards and/or delegates that responsibility on an as-needed basis. Forecasts additional funds needed; recommends appropriate staffing, training, travel, equipment, materials, computing needs, and other expenditures; directs the preparation of and implements budgetary adjustments as necessary. Responsible for the Geoduck Compliance Operations Section expenditures and variances.

Supervision
Enhances the effectiveness of staff by setting clear expectations, and coaching. Provides developmental opportunities and training that will enhance program staff’s personal and professional growth to meet the needs of DNR and in support of staff’s professional growth and career goals. Mentors staff and provides a positive working environment where people are respected and valued professionally. Maintains and develops positive and effective supervisory relationships, with staff, including completing evaluations, responding appropriately to disciplinary situations, setting priorities, representing and supporting staff to resolve conflicts, and handling routine personnel concerns. Responsible for hiring, performance appraisals, and corrective actions.

Plans, leads, organizes, and monitors the work performed by the assigned programs. Maintains the highest standards of professional/personal and ethical conduct and supports the state’s goals for a diverse workforce. Supports staff, and represents program interests and concerns. Works collaboratively with other program and district managers to achieve program goals.

Works directly with the Dive Supervisor, and the Aquatic Resource Division Geoduck Business Manager to ensure a monthly work calendar is produced to schedule tract compliance, maintenance, training, and other critical activities.

Communication and Coordination
Works with staff to resolve sensitive resource issues regarding lessees/applicants, local government partners, other state agencies, Tribes, federal agencies, and interested members of the public. Develops and fosters collaborative partnerships with diverse internal and external stakeholders to find creative and innovative solutions.

Responds orally and/or in writing or assigns to staff as appropriate, to questions from agreement holders and their agents or representatives, the general public, professional, federal, state, county, or other agency staff, attorneys, Tribes, industry, and environmental groups by explaining and interpreting aquatic resources, rules, program procedures and keeping appropriate staff informed. These responses require an understanding, interpretation, and explanation of complex statutes, policies, and operational procedures.

Policy Work
Responsible for overseeing that procedures and policies are maintained current to ensure safe and efficient operations. Updates the DNR Dive Safety Manual as needed to ensure the dive program complies with federal and state commercial dive regulations. Reviews, analyzes, and recommends changes to legislation and regulations affecting geoduck wild stock fishery.

Planning
Creates short and long-range work plans. Is forward thinking in all planning efforts in the long term planning, and determines staffing needs to accomplish future workloads.

Qualifications

Required Qualifications: 

  • Bachelor’s Degree in a natural resource science, business administration, social sciences, or related field. AND Three (3) years of experience in managing program operations and budgets. (Closely related qualifying experience may be substituted for the required education on a year-by-year basis).
  • Must have and maintain knowledge of:
    • RESOURCE MANAGEMENT: Knowledge of natural resources laws and practices, hazardous waste law, appraisal and valuation techniques, and marine and environmental sciences. Skilled in complex negotiations, business decision analysis, and integration of scientific, legal, financial, and political issues into timely, sound decision-making.
    • ADMINISTRATION AND POLICY: Experience in aquatic resource policy and application. Knowledge of budget systems, policies and procedures, merit system rules, OFM rules, business math and statistics, computer systems, revenue forecasting, and revenue systems and collections. Skilled in written and verbal communication, public presentations, cost/benefit analysis, contract management, program development and management, development of goals and objectives, and policy development. Knowledge of SCUBA diving principles and physiology.
    • LEGISLATIVE: Knowledge of legislative and political processes. Skilled in reading and interpreting statutes and regulations, drafting legislation, reviewing and analyzing legislation, and preparation of legislative testimony.
    • SUPERVISION: Knowledge of supervisory, management, and organizational principles, and state personnel system. Skilled in supporting a diverse workforce, supporting affirmative action, interpersonal communication, delegating responsibility and authority, mentoring and supporting employees, creating common goals, and providing leadership.

Special Requirements and Conditions of Employment:
  • Work is a mix of office and field environment including work on a vessel in a variety of weather conditions and occasionally work in the Natural Resources Building.
  • Periodic travel for meetings, field visits/operations, and other business related to statewide planning initiatives is required, with occasional evening meetings or overnight stays.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.

  • Five (5) years of experience supervising professional-level staff.
