The Water Quality Program within the Department of Ecology is looking to fill a Freshwater Quality Implementation Lead (Environmental Planner 4) position.

This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

As one of four Puget Sound Stormwater Strategic Initiative Leads, you will be responsible for guiding and implementing the Freshwater Quality Implementation Strategy funded through the National Estuary Program. You will provide critical planning and coordination to identify and implement actions that improve freshwater quality in Puget Sound. You will collaboratively work within Ecology and with other state agencies, the Environmental Protection Agency and other federal agencies, as well as local governments, Tribal governments, academics, and interested partners.

Program Mission: The mission of the Water Quality Program is to ensure that all aquatic life and communities in the watershed experience cool, clean water to refresh and sustain us in a changing climate.
 
Please Note: This is a project position that is funded until June 30, 2028.

Tele-work options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. Duties

 

Freshwater Quality Implementation Lead (Environmental Planner 4) description image

What makes this role unique? 
As the senior planner responsible for guiding and implementing the Freshwater Quality Implementation Strategy, you will coordinate with other state agencies (Department of Health, Department of Fish and Wildlife, Department of Natural Resources, Puget Sound Partnership), the Environmental Protection Agency (EPA), Tribal governments, and others. By working with team members, you will run workgroups and other forums to collect input from a wide range of professionals to develop operating plans, investment opportunities, and policy actions to implement the established Puget Sound Strategic Investment Plan and the Freshwater Quality Implementation Strategy. You will also support a subaward grant program by coordinating funding solicitations and project selection for Freshwater Quality investment priorities.


What you will do: 

As the senior planner, you will:
  • Guide and facilitate the strategic implementation of the Freshwater Quality Implementation Strategy.
  • Represent the Freshwater Quality Implementation Strategy at public meetings; present progress and program goals, communicate effectively, and collaborate with other Ecology programs and state agencies to deliver effective, timely, and consistent information.
  • Build relations with Tribes, environmental and community organizations, and the public, and create opportunities for them to interact, participate in, or provide input for implementation.
  • Work with the other Implementation Strategy Leads in other state agencies (for example, Shellfish and Habitat Strategies) to identify key implementation actions within their respective implementation strategies that could have the dual benefit of meeting their objectives and the objectives in the Freshwater Quality Implementation Strategy. 
  • Run workgroups that provide a wide range of input to better inform the Puget Sound Investment Strategy with a focus on actions to improve freshwater quality.
  • Manage a subaward grant solicitation that makes progress towards Freshwater Quality Investment Plan priorities, particularly focused on land use and stormwater issues.



 

Qualifications

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

A total of 9 years of experience and/or education as described below:
  • Experience in Land use, urban, regional, environmental, or natural resource planning, and/or program development, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related experience.
  • Education: involving a major study in Land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.
 
All experience and education combinations that meet the requirements for this position:
 
Possible Combinations College credit hours or degree – as listed above. Years of required experience – as listed above.
Combination 1 No college credit hours or degree 9 years of experience
Combination 2 30-59 semester or 45-89 quarter credits. 8 years of experience
Combination 3 60-89 semester or 90-134 quarter credits (AA degree). 7 years of experience
Combination 4 90-119 semester or 135-179 quarter credits. 6 years of experience
Combination 5  A Bachelor’s Degree 5 years of experience
Combination 6  A Master’s Degree 3 years of experience

OR
 
One (1) year as an Environmental Planner 3, at the Department of Ecology.
 
Desired Qualifications:
