Summary

This position works as a zoned employee of the Middle Fork Ranger District in Westfir, OR and the McKenzie River Ranger District in Mckenzie Bridge, OR. Duty station is in Westfir, OR.

The incumbent will, performing a variety of technical tasks associated with stand improvement, reforestation, silvicultural examination, and occasional presale duties which include reconnaissance, sale layout, marking, and cruising.

Responsibilities

  • Assists and plans implementation of the individual vegetation management projects assigned by the District Silviculturists across two ranger districts
  • Plans, leads or conducts collection of basic silvicultural data through survival and stocking surveys to determine effectiveness monitoring or treatments.
  • Plans, prepares, coordinates and administers contracts for stand examinations, reforestation, stand improvement and orchard management contracts.
  • Serves as Contracting Officer Representative. Develops contract specifications, prepares cost estimates, recommends procurement methods, including multi-year and multi-treatment contracts.
  • Duties listed above are at the full performance level of GS-9.

Travel Required

Qualifications

Basic Requirement:

For the GS-7 level: Applicants must have one year of specialized experience equivalent to the GS-06 level in the Federal service. Qualifying specialized experience includes meeting one or more of the following Performed surveys to determine reforestation, timber stand improvement and timber harvest needs; collected basic silvicultural data; assisted in preparation of the technical specifications for timber stand improvement, site preparation, tree planting, or silvicultural contracts; and performed layout or reconnaissance to locate timber sale area boundaries to develop logging plans and preliminary road location;
OR
One full year (18 semester/27 quarter hours) of successfully completed graduate level coursework that is directly related to the work of the position (such as Forestry or Forest Resources Management);
OR
Combination of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.

For the GS-8 level: Applicants must have one year of specialized experience equivalent to the GS-07 level in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Assisted with field evaluations, providing information for site treatment needs, site preparation, regeneration, and stocking level control; served as Contracting Officer Representative on timber or silviculture contracts; maintaining/updating the district silvicultural electronic folders, electronic activity database and associated GIS layer(s); and conducted vegetative examinations of designated areas to evaluate existing conditions;
OR
Two full years (36 semester/54 quarter hours) of successfully completed graduate level education or master’s degree if the coursework is directly related to the work of the position (such as: Forestry or Forest Resources Management);
OR
Combination of graduate level education that is directly related to the position (in excess of 18 semester/27 quarter hours) and specialized experience. The education must have been obtained in an accredited college or university

For the GS-9 level: Applicants must have one year of specialized experience equivalent to the GS-08 level in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Assisted with field evaluations, providing information for site treatment needs, site preparation, regeneration, and stocking level control; served as Contracting Officer Representative on timber or silviculture contracts; maintaining/updating the district silvicultural electronic folders, electronic activity database and associated GIS layer(s); and conducted vegetative examinations of designated areas to evaluate existing conditions; Assisted in planning, preparation, coordination and administration of contracts for forest density management, release of target species, re-vegetation, animal damage control, release, site preparation, hazard fuel reduction, hazard fuel reduction or other resource disciplines; and/or Conducted vegetative examinations of designated areas at the polygon level to evaluate existing conditions;
OR
Two full years (36 semester/54 quarter hours) of successfully completed graduate level education or master’s degree if the coursework is directly related to the work of the position (such as: Forestry or Forest Resources Management);
OR
Combination of graduate level education that is directly related to the position (in excess of 18 semester/27 quarter hours) and specialized experience. The education must have been obtained in an accredited college or university

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
