Want to join something GREAT and make a difference? The Department of Natural Resources (DNR) has an exciting opportunity within our Forest Resilience Division’s Grants Administration Team. The Forest Resilience Division (FRD) is responsible for the assessment, planning, coordination, implementation, and monitoring of forest health-related activities across all lands that work to restore and sustain ecological functions of Washington’s forested landscapes and support healthy and resilient communities. The Forest Resilience Grants Administration team is a critical element in the delivery of programmatic objectives through the administration, facilitation, and management of state and federally-funded grants and sub-awards.

This position serves as the Forest Resilience State Grant Analyst and reports directly to the Grants Analyst & Administrator within the Forest Resilience Division. Under general direction, the position will provide journey-level analysis and act as the project manager and subject matter expert in developing and implementing state grant guidance and processes.

 

Duties

Responsibilities:

  • Assist in the review and analysis of current agency and division policies, procedures, processes, and guidelines. Provide recommendations to revise, or develop, new policies, procedures, and guidelines to Forest Resilience Grants Analyst and Administrator.
  • Monitor and analyze new legislation relating to current and future granting programs, including special requirements of state funding.
  • Coordinate the development of new state grant passthrough programs necessary to implement emergent funding opportunities and programs.
  • Coordinate long-term planning and strategic planning activities, such as utilizing grant budget analyses to conduct strategic long-term analysis of grant funding stability and impacts to strategic goals and plans.
  • Perform duties associated with grant administration and compliance with the terms and conditions of state grants for Forest Resilience including:
    • Provide applicants, recipients, and project managers with administrative assistance in the interpretation of grant agreements and guidelines, state and federal statutes and rules, Forest Resilience Grants Program and Agency policies and procedures, as well as audit requirements and grantee relationships.
    • Develop and prepare grant agreements and amendments.
    • Conduct monitoring and compliance of grant and sub-award timelines and deliverables prior to reimbursement or closing of the grant.
    • Communicate guidance to Forest Resilience staff, executive management, agency staff, and recipients in budgetary design/planning and agreement requirements, including but not limited to state grant agreements, progress reports, invoicing, amendments, and close-out processes.
    • Participate in the resolution of complex or sensitive issues relating to state grants.

 

Qualifications

Required Qualifications:

  • Bachelor’s degree in public administration, business administration, accounting, law, or related field;
    AND two years of experience conducting research and analyzing policies, laws, rules, or regulations;
    OR an equivalent combination of education and/or experience.

Special Requirements and Conditions of Employment:
  • The duty station is at the Natural Resources Building on the 4th floor. Work is primarily indoors but may need to work outdoors to review site-specific activities of the agency.
  • Periodic visits to DNR facilities (region offices, work centers, cache, etc.) and lands managed or controlled by the agency may be required.
Desired Qualifications:
  • Five or more years of experience coordinating or managing federal grants, or applicable experience.
  • Two or more years of experience in negotiating, administering, or terminating government contracts, contract property management, contract cost or price
    analyses, or contract compliance administration.
  • Ability to function largely independently, making sound decisions in a complex environment. Excellent communication skills – both verbal and written. Strong negotiation, mediation, and collaboration skills. Skills and experience with interagency cooperation and negotiation.
  • Strong analytical skills.
