The Division’s 10 program areas, delivered in collaboration between the Division and DNR Regions, provide technical and financial assistance as well as direct capacity to forest landowners and managers from the city center to the remote high-elevation forests.  

Reporting directly to the Forest Resilience Division Manager, the Forest Resilience Business Operations Assistant Division Manager is a member of the Division management team and directly oversees a diverse portfolio of program areas that support the business operations of the whole Division including Budget & Finance, Grants Administration, IT Systems & Data Management, and Policy & Outreach. The position coordinates closely with and provides leadership to our Division’s Federal Lands Business Operations, Administrative staff, and Forest Resilience Contracts and Procurement staff.

In this position you will lead, inspire, and motivate others to efficiently and effectively deliver on the core business operations functions that allow our Forest Resilience programs to function and achieve our strategic plan goals and legislative direction including Washington’s Forest Action Plan, 20-Year Forest Health Strategic Plan: Eastern Washington, and RCW 76.06.

 

 

Duties

Responsibilities:

  • This position is responsible for budget and performance measure development, analysis, and reporting for the Division. It is responsible for assisting peers (Assistant Region Managers) in DNR regional offices to develop budgets and report on program funding allocated to implement the forest resilience program work.
  • The position directs our Grants Administration program which encompasses both the management of all incoming federal grants including sub-awards, as well as developing and defining state-funded granting programs.
  • The position directs the Division’s information technology group to provide foundational services and information systems that support the day-to-day workings of the statewide forest resilience programs. This includes required data collection, management, analysis, and reporting consistent with RCW 76.06 that we provide on Washington’s 22 million acres of forest. This position directs this team to ensure consistent and responsible delivery and use of IT systems, training, and fiscal planning to meet Division business needs while individual IT staff receive programmatic direction from relevant program managers for the programs they serve.
  • This position also directs our Policy and Outreach program including oversight of all internal Division policies and procedures, identifying internal Division communication needs and resulting staff or contracting support, legislative reporting, and the Forest Health Advisory Committee.
  • This position coordinates with Division administrative staff who provide professional, technical, and clerical support functions to Division personnel as well as Division Contracts & Procurement staff. This position is the Division’s principal contact with other agency Divisions for budget, business, support systems, policy, procedures, and guidance.

 

 

 

Qualifications

Required Qualifications: 

  • Bachelor’s degree in business management, public administration, or related discipline;
    OR a combination of relevant experience and/or education. 
  • Experience writing, reviewing, and managing grants and contracts.
  • At least three years of successful supervision of two or more direct reports.
  • Advanced knowledge and experience in budget development and oversight, as typically acquired through at least three years of success managing an annual budget of $1 million or more.
  • A working knowledge of information technology or business administration systems.
  • Knowledge of human resource management principles, labor agreements, employment law, and the legislative process.
  • Excellent verbal and written communication skills to convey complex topics to technical and non-technical audiences.
  • Proven experience managing a high-performing team of professionals to achieve program deliverables and priorities.
  • Ability to lead internal and external working groups as needed to further agency projects and initiatives.
  • Superior leadership and collaboration skills including the ability to listen, understand, facilitate, negotiate, and work skillfully in those settings to support a wide array of interests and objectives.
  • Experience working with diverse and competing interest groups to develop solutions and resolve conflicts around high-profile projects or issues.
  • Demonstrated ability to develop and manage multiple program budgets to achieve deliverables and priorities.
  • Ability to function largely independently, making sound decisions in a complex, diverse operating environment.
  • Ability to develop, maintain, and strengthen partnerships with others, both inside and outside the organization.
  • Proficiency with computers, Microsoft Office applications, and SharePoint.
  • Advanced skills in data organization and analysis tools (for example, Excel).
  • Demonstrated strong organizational and project management skills.
  • Ability to convey messages correctly, clearly, and persuasively using excellent written, verbal, and public speaking skills to a variety of audiences.
  • Ability to understand complex planning and policy issues and apply understanding to accomplish agency goals and objectives.
  • Understanding and experience effectively communicating and representing program area topics to stakeholders.

Special Requirements and Conditions of Employment:
  • Office setting (Natural Resources Building in Olympia, WA – 4th floor). The building environment consists of a cubicle workstation with a computer in an open area that is subject to noise from nearby conversations, telephones, and ventilation.
  • Requires infrequent travel throughout Washington to interact with region staff, attend meetings and field tours with landowners, and participate in regional and national events. (typically, less than 5% of the time over a year).
Desired Qualifications:
  • Master’s degree in business management, public administration, or related discipline.
  • Certified public notary.
  • Significant experience participating in the legislative process to analyze the fiscal and program impacts of proposed legislation.
  • Experience developing and administering grant programs.
  • Familiarity with US Forest Service State, Private, and Tribal Forestry programs, authorities, and typical areas of work.
  • Experience with the state legislative process.
  • Knowledge of applicable statutes and rules and purchasing and contracting rules and procedures.
