Duties

Our Fish & Wildlife Biologist 2, 

Fishery Electronic Monitoring Project Management

           Tasks Include:

  • Coordinating with all EM partners, including but not limited to agency fishery managers, agency enforcement officers, coastal commercial crab fishers, EM vendors, grant funding agencies, and EM staff at the Pacific State Marine Fisheries Commission.
  • Organizing and leading an EM working group to include coastal crab fishers, agency fishery managers and enforcement officers.
  • Developing regulations to move the fishery to full EM implementation.

Fishery EM Data Support

          Tasks Include:

  • Performing quality control and resolving issues between fish ticket landing reports and the data generated by the program.
  • Using Geographic Information Systems (GIS) and other software to plot fishing location information.

Reporting

          Tasks Include:

  • Providing fishery managers weekly reports flagging key changes in fishery activity and other predetermined specific metrics that will assist with fishery management, state/tribal issues, and conservation planning. 
  • Reporting to enforcement as the need arises with specific information regarding any suspected illegal activity detected by EM. 
  • Provide a seasonal summary of all aspects of EM.

Support for Coastal Crab Fleet for Fisheries Electronic Monitoring and Logbook Program

          Tasks Include:

  • Supervising staff and participating in the training of fishers in the operation of commercial crab fishery EM remote data collection and e-logbook programs and trouble-shooting individual issues.

Evaluation

          Tasks Include:

  • Evaluating Fishery EM pilot project relative to feasibility for final implementation.
  • Researching and comparing tools used in pilot EM to other EM tools.
  • Assist in developing regulations to move the fishery to full EM implementation.

WORKING CONDITIONS: 

  • Work Setting, including hazards: 
    1. Office, dockside, beach, and shipboard, in all types of weather and ocean conditions.
  • Schedule: 
    1. 40-hour week Monday-Friday unless otherwise scheduled.
  • Travel Requirements: 
    1. Travel for field work and occasional meetings.
  • Customer Interactions:
    1. Interact positively with members of the public that may include an occasional disgruntled person. 
  • Other: 
    1. Work on vessels in extremely rough open-ocean conditions and not be affected by motion sickness.
    2. Drive automobiles and 4×4 pickups on freeways and rural roads under all weather conditions, and during daylight and nighttime hours.
    3. Spend long periods of time using a computer keyboard while entering data.

Qualifications

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in fisheries, wildlife management, natural resource science, or environmental science.

AND 

  • One year of professional experience in fish/wildlife/habitat management or research.

OR

  • A Master’s degree in the applicable science will substitute for one year of the required experience. 
  • A Ph.D. in the applicable science will substitute for two years of the required experience. 
  • Professional equivalent experience in fish/wildlife/habitat management or research will substitute year for year for education.

PREFERRED QUALIFICATIONS: 

  • Data analysis skills including Access database and high-level Excel spreadsheet software including design, maintenance, and GIS. 
  • Training and experience in statistical analysis. 
  • Strong communication abilities both written and oral formats, including making public presentations and guiding large groups.
