Salary- $82,344.00 – $110,760.00 Annually
What to Expect
Among the varied range of responsibilities held within this role, the Fish Passage Design Manager will:
- Perform senior level professional engineering work in the fields of hydrology and hydraulics.
- Responsible for organizing, directing, and coordinating professional engineering activities of considerable scope and complexity for fish passage design and construction.
- Responsible for providing hydraulic designers (both regional and consultants) guidance on complex and unique hydrology and hydraulic issues and policy matters statewide on fish passage projects.
- Analyze drainage basins using various techniques to calculate streamflow.
- Analyze riverine systems, including hydrology, using various one- and two-dimensional computer flow models.
- Design of hydraulic structures that act as habitat restoration or include habitat restoration components.
- Design of streambank erosion control and stabilization countermeasures.
- Restoration of riparian corridors.
- Design and review complex and unique projects; culverts, box culverts, large span arches, fish passage structures, open channel flow, fish barrier removal and stream realignments.
- Responsible for design, construction, and maintenance support for hydraulics and hydrology.
- Uses MGSFlood and StormShed software to determine flow rates and volumes of stormwater for flow control, runoff treatment, and seasonal flows during construction windows.
- Conduct training on hydraulics and hydrology issues at the state, region, office, and personal level as needed.
- Provide instruction on the use of hydraulics analysis software when requested by region personnel.
- Provide Just in Time Training to construction offices on project specific issues related to Fish Passage policies.
Qualifications
To be considered for this opportunity, the following are required:
- Must be registered as a Licensed Professional Civil Engineer in the State of Washington
- Bachelor’s degree in Civil Engineering, or other closely related engineering field
- Have a valid Washington State Driver’s License
- Ability to serve as a statewide technical specialist in the fields of complex river engineering & fish passage
- Ability to understand and interpret hydraulic, hydrologic, and environmental processes, rules and regulations
- Ability to write and support the Hydraulics Manual
- Ability to coach and mentor on hydraulic topics
- Ability to organize and conduct training on hydraulic and hydrologic topics to other designers statewide
- Ability to solve complex engineering problems
- Ability to prepare and review technical and professional documents
- Ability to work independently and with others
- Ability to use specialty software including but not limited to HEC-RAS, SRH2-D, MGSFlood, and Stormshed
- Ability to calibrate and interpret these models for complex hydrologic and hydraulic issues throughout the state and to store, retrieve, and produce information
- Ability to use various pieces of field equipment to obtain necessary parameters for analysis
- Ability to travel to project sites to conduct field assessments by traversing a variety of terrain
It is preferred that qualified candidates also have:
- Knowledge of bridge scour and various design guidelines for establishing the safety of highway bridges during periods of excessive flooding
- Master’s Degree in hydrology or hydraulics related fields
