The Opportunity
WSDOT is currently seeking a Fish Passage Delivery Strategy Lead (TTE) in Olympia, WA. This position reports to the Fish Passage Delivery Manager and is the senior technical program specialist that is responsible for independently leading the development of the fish passage program delivery plan, identifying, and making decisions on program delivery strategies, and solving engineering challenges of WSDOT’s multi-billion fish passage program. In this technical role, you will interface with Agency Executives, Region Engineering Managers, Project Engineers, Communications, and Technical Specialists to support the efficient and successful delivery of the Fish Passage Program. The Fish Passage Program represents a program of major size, scope, and impact. 
 
What to Expect
Among the varied range of responsibilities held within this role, you will:

  • Lead the development and management of the near- and long-term Fish Passage Program Delivery Plan.
  • Independently make decisions on prioritizing and developing strategies and logic for correcting the nearly 1000 fish barriers subject to the March 2013 US District Court Permanent Injunction regarding Culvert Correction. 
  • Make final decisions on the plan with input from Assistant Region Administrators, Region Engineering Managers, Region Program Managers, Capital Program Development and Management (CPDM), Environmental Service Office (ESO), and Hydraulics.
  • Assess the highest risks delaying fish barrier correction projects and work with upper management and subject matter experts to make decisions on mitigation measures to keep projects on track for delivery. 
  • Identify the agency’s appropriate risk profile on fish passage projects.
  • Train and coach a TE4 in fish passage program delivery planning and tracking.
  • Manage large consultant agreements ($5+ Million) to scope statewide fish barrier corrections. 
  • Independently make decisions on the level of effort for this scoping, developing scopes of work task orders with consultants, while engaging other WSDOT disciplines in regions as well as Headquarters. 
  • Utilize information from this scoping effort to continue building the delivery plan beyond the 2030 deadline to comply with the permanent federal culvert injunction.
  • Lead the development of strategies to solving complex technical engineering challenges with Region Delivery Teams and Subject Matter Experts. Specific technical engineering problems may be identified during project scoping, pre-design, project development, bridge/culvert design, geotechnical evaluation, hydraulics design, utility relocations, design build procurement, and project construction.
  • Lead collaboration on policy development of contextual needs of fish passage projects. Works with appropriate offices, including Design, Construction, Hydraulics, Environmental Services Office, and Active Transportation to address gaps in policy and design guidance.

Qualifications
To be considered for this opportunity, the following are required:

  • One (1) year of experience as a Transportation Engineer 4 OR two (2) years of experience as a Transportation Engineer 3 OR three (3) years of experience leading the design of all Civil Engineering aspects of fish passage projects.
  • Bachelor’s degree in Civil Engineering or closely related discipline.
  • Registered as a Licensed Professional Civil Engineer in the State of Washington or ability to attain within 1 year of employment. 
  • Basic understanding of project management. 
  • Knowledge of applied construction administration, engineering principles, and practices.
  • Effectively work and coordinate across multi-region and multi-disciplinary groups. 
  • Ability to communicate complex policy, standards, and technical information effectively using verbal, written and visual communication skills. 
  • Ability to facilitate large groups to explore and resolve issues. 
  • Knowledge of design and project development processes for transportation projects. 
  • Working knowledge of Microsoft Office applications. 
  • Strong aptitude for multitasking and strategic prioritization. 
  • Ability to read, interpret, and write responses of a technical nature. 
  • Ability to attend in person meetings as required.

It is preferred that qualified candidates also have:

  • Meeting management/facilitation experience. 
  • Knowledge of fish passage project design and delivery, including a basic understanding of WDFW’s Water Crossing Design Guidelines.
