Salary– $47,844.00 – $62,748.00 Annually

Duties

Some of the duties include:

  • Make policy and process recommendations to management that comply with state federal requirements
  • Receive and analyze documentation to determine amounts owed to or by the agency
  • Contact vendors or customers to explain and resolve issues
  • Understand how budgeting and accounting activities intersect to support sound fiscal management
  • Determine the appropriate account coding for payment documents based on supporting documentation and the agency chart of accounts
  • Create invoices and the supporting documentation needed to bill other agencies
  • Review contract files to determine the negotiated budget and billing terms and conditions
  • Review contractor invoices for completeness and compliance
  • Record contract payment information into the Enterprise Contract Management System (ECMS)
  • Assist contractors and PSP Contract Managers to resolve budget and billing issues
  • Collect and reconcile timesheets to the Day 5 Report
  • Collect and distribute hourly staff timesheets and CTR reports
  • Coordinate year-end process related to agency payables and receivables
  • Identify anomalies in accounting data and determine resolution
  • Prepare and distribute a monthly fiscal contract status report
  • Analyze federal expenditures and revenue drawn-to-date to determine monthly federal revenue draw
  • Process journal vouchers (JV)
  • Manage the travel processes for the agency
  • Review all agency travel reimbursement requests for accuracy and compliance with applicable state and federal requirements
  • Determine the appropriate account coding based on supporting documentation and the agency chart of accounts
  • Serve as the Purchase Card Custodian for the agency

Required Experience

  • A minimum of 18 quarter (or 12 semester) hours of college-level courses in accounting, auditing, or budgeting AND three years of relevant professional experience
  • Proficiency in the use of Microsoft Office Excel, Word, and Outlook
  • Ability to effectively communicate orally and in writing
  • Ability to analyze and reconcile complex fiscal data
  • Ability to work independently and as part of a team
  • Ability to prioritize tasks by importance and deadline

Preferred Experience

  • Bachelor’s degree, which includes 18 quarter (or 12 semester) hours in accounting, auditing or budgeting AND four or more years of relevant professional experience
  • Knowledge of the State Accounting and Administrative Manual (SAAM)
  • Knowledge of state travel rules and regulations (SAAM Chapter 10)
  • Knowledge of state purchasing and procurement laws
  • Knowledge of state financial systems and databases
