The Washington State Department of Natural Resources (DNR) is looking for a Fiscal Analyst 3 within the Wildland Fire Division to provide fiscal analysis, support, and guidance on fiscal processes, Wildland Fire expenditures, revenues, and budget. This position supports the mission and goals of the Department of Natural Resources by providing various fiscal reports, along with their complex analysis, to division decision makers, correcting and preventing incorrect payments identified in reports, and being a source of guidance to other Wildland Fire fiscal analysts on fiscal processes. This position is also key in the daily operations of the Wildland Fire Division by performing day-to-day fiscal actions for the Wildland Fire Division.

Duties
Responsibilities:

  • Analyzing and developing expenditure and revenue forecasts for the Wildland Fire Division.
  • Creating and running ad-hoc reports, as well as, running monthly budget and expenditure reports and analyzing them.
  • Analyzing and researching complex Wildland Fire expenditures. Identifying incorrect or unusual payments and initiating expenditure correction requests.
  • Analyzing expenditures at fiscal year-end close to prepare Division accruals.
  • Processing invoices and monthly purchase card reconciliations and tracking regular vendor payments to ensure none are missed or duplicate.
  • Auditing payments to ensure compliance with department policy, purchasing authorities, agreement/contract stipulations, and state rules and regulations.
  • Leading other Wildland Fire staff in creating more uniform, effective fiscal processes, as well as, providing training to new employees on purchase card use, and correct coding.

Qualifications
Required Qualifications:

  • A Bachelor’s degree in accounting, auditing, budgeting, or general business administration, OR an equivalent combination of education and/or experience.
  • Successful completion of 18 quarters / 12 semester credits in accounting (Additional education may substitute for accounting credits).
  • Two (2) years of experience in financial field (Additional education may substitute for experience).

Working Conditions:

  • Will regularly travel within Thurston County and periodically travel to DNR Regions.

Desired Qualifications:

  • A Master’s degree in a financial related field.
  • Two (2) years of experience working in Washington State finance.
  • 2 years of experience performing financial review and accurately analyzing fiscal data.
  • 5 years of experience using Microsoft Office products, including Word, Excel, and Outlook.
  • Strong communication skills, both verbal and written, as well as strong interpersonal skills.
  • 2 years of experience researching applicable state laws, policies, and procedures related to areas of responsibility.
  • Strong time management skills, with a demonstrated ability to plan, prioritize and organize workloads.
  • Demonstrated ability to work both in a team setting and independently.
  • 1 year of experience working in NaturE, FES, DATAMART, and/or Enterprise Reporting systems.
