This is an opportunity to perform several complex stand-alone, time sensitive duties that promote the financial accuracy and wellbeing all WDFW employee’s payroll and entitled benefits.

With your experience, you will coordinate all aspects of employee benefits and benefit information.

Duties

Our Benefits & Reconciliation Specialist,   

  • Manages all aspects of employee health benefits, dental benefits, life insurance, long term disability and retirement eligibility.
  • Processes enrollments, changes, inquiries, terminations, and the annual open enrollment process in accordance with all state laws, Collective Bargaining Agreements (CBAs), Health Care Authority (HCA) and Department of Retirement Systems (DRS) regulations and agency policies and procedures.
  • Reconciles employee and employer data against reports provided from Human Resource Management System (HRMS), Health Care Authority (HCA) and Department of Retirement Systems (DRS).
  • Performs Health Insurance premium reconciliation and collection.
  • Audits Public Employees Benefits Board (PEBB) worksheets completed by staff for accuracy and correct benefits eligibility.
  • Assists staff in interpreting, and applying payroll and benefit laws, rules, regulations, bargaining unit contracts, policies, and procedures.
  • Monitors payroll processor staff for accurate, timely updates and maintenance of employee benefit eligibility forms, files, open enrollment, and miscellaneous changes.
  • Runs existing reports in Total Time and distributes reports to payroll staff and the agency contacts to ensure accuracy of payroll during payroll cutoff.

WORKING CONDITIONS: 

  • Work Setting, including hazards:    
    1. Work environment is a busy office setting.
    2. Teleworking options are currently available.
  • Schedule:   
    1. Typically, 40 hours per week – Monday – Friday – 8:00 a.m. – 5:00 p.m.
    2. Workload demands may require work outside the assigned work hours and adjustment of work schedules, particularly during payroll processing.
  • Customer Interactions: 
    1. Frequent contact with clients, including some contact with those who may be distraught or frustrated.
Qualifications

REQUIRED QUALIFICATIONS:

  • High School Diploma or GED.

            AND  

  • Two (2) years of experience with payroll, benefits, and leave policies and procedures.

            AND  

  • Two (2) years of experience using SAP, HRMS, (AFRS) Agency Financial Reporting System (PAY1)  or a similar platform with responsibility performing the following tasks:
    1. Processing payroll, benefits, and leave transactions.
    2. Analyzing employee leave balances and adjusting leave accruals.

            AND 

  • One (1) year of experience interpreting, applying, and explaining payroll related rules, regulations, laws, policies, procedures, and/or bargaining agreements to staff.

Ability to: 

  • Proficiently create and manipulate Excel spreadsheets, knowledge of databases and accounting software.
  • Research, evaluate and draw conclusions from data, support recommendations with facts and analysis, interpret and apply rules, laws, policies, and procedures.
  • Partner with clients to identify and resolve complex or sensitive issues.
  • Develop positive, productive, respectful working relationships with clients and co-workers.

PREFERRED QUALIFICATIONS: 

  • Bachelor’s Degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or business.
  • Experience with Washington state agency payroll, benefits, and leave policies and procedures.
  • Experience with using SAP, HRMS, and/or AFRS (Pay1).
  • Experience with reconciliation of employee benefits.
  • Experience with payroll general ledger reconciliations.
