This position serves as one of the Financial Analysts under the direction of the Chief Finance Manager. The Financial Analyst is a highly skilled professional level classification with expertise in various accounting, financial reporting and budget functions. Provides complex technical support to the organization in the area of governmental accounting. This position works collaboratively with county elected officials, department heads, employees, and citizens.

In consultation with the Manager and/or Director, provides advice, interpretation, and counsel to county department heads, elected officials, manager and supervisors regarding regulations, practices and procedures. Also provides interpretation of fiscal operations, policies, procedures, and federal and state laws. Reviews the work of accounting staff within other County departments. Oversees accounting activities according to GAAP, federal, state and county financial accounting procedures. Analyzes and recommends changes to departmental accounting procedures and approves adjustments to department accounting and financial records. Provides training as needed. Performs day- to-day fiscal operations and policies, establishing and improving procedures, forms and systems with the framework of budgeting, accounting and reporting systems for counties as required by the State Auditor’s Office.

Initiates, develops and prepares periodic and routine fiscal reports, financial reconciliation and management analysis reports. Provides financial management guidance to staff for long-term cyclical requirements, asset management, and capital improvement projects, cost analysis, account coding compliance and determines staffing requirements for special fiscal projects. Provides a broad range of consulting services to departments, offices, advisory and citizen groups, and to the Board of County Commissioners. Maintains the integrity and functionality of the County’s general ledger and fund accounting systems.

Minimum Requirements

Knowledge of payroll, accounts payable functions, fund accounting, grant accounting, governmental financial reporting, advanced Excel functions, State and Federal tax regulations, BARS, GASB standards, GAAP, knowledge of audit standards and processes, knowledge of data processing principles and accounting applications, knowledge of Federal, State and County laws, regulations, knowledge of Federal State and State grant cost accounting standards, knowledge of modern governmental accounting theory, principles and practices, knowledge of office tools and equipment and Microsoft Office products.

Ability to perform arithmetic computations accurately and quickly, establish and maintain working relationships with employees, department directors, elected officials and the general public. Communicate effectively, both orally and in writing, with individuals and groups regarding complex or sensitive issues or regulations, ability to compile and analysis statistics, ability to maintain the confidentiality of sensitive and confidential information, ability to utilize a personal computer and related software packages to perform word processing, analysis, information retrieval and tracking, ability to meet deadlines and multitask in a fast-paced environment, and physical ability to perform the essential functions of the job.

Education and Experience (Any equivalent combination of education and experience, which provides the applicant with the knowledge, skills and abilities required to perform the job)
Bachelor’s degree in Accounting, Finance, Business or related discipline and at least three years of applicable experience in governmental accounting or fund accounting position. Preferred qualifications would include a progressively responsible experience in governmental accounting, BARS, GAAP, GASB pronouncements and CPA license.

Five years of successful job performance in the current position is adequate education and experience.
