Job Description:

ODF is recruiting for a highly innovative project lead for its Federal Forest Restoration (FFR) program. The ideal candidate’s robust experience working in both natural resources and collaborative governance will significantly inform the development and implementation of Shared Stewardship in Oregon. The candidate’s ability to develop partnerships and work with diverse stakeholders will be critical to increasing impact of the FFR program.

This permanent position is located in Salem.

What will you do?

You will be the primary staff at ODF leading the Federal Forest Restoration (FFR) program. You will be primarily responsible for continued development and programmatic oversight of the FFR program, including strategic guidance for project development under the Good Neighbor Authority (GNA). You will be on ODFs team to develop and implement Shared Stewardship, with respect to Federal Forest Restoration, and coordinating the integration of FFR and GNA investments with actions implemented across all lands to achieve landscape significant results. Key FFR program components include: investments in and support for Oregon’s Forest Collaboratives; investments in and support for National Environmental Policy Act (NEPA) planning for federal land restoration projects; ODF field staff support for restoration project prep and layout; and GNA restoration projects, including timber sales.

Your priorities for the first year will be to apply critical thinking and organizing to develop strategic direction for the FFR Program leading overall implementation, including projects completed under GNA. In particular, you will be tasked with two critical functions:

  • Strategic Design of Program Function. You will work with internal and external stakeholders to develop an implementation strategy for the FFR program as it relates to Shared Stewardship in Oregon. This includes developing linkages of projects across both public and private lands to result in landscape-significant impacts. In addition, you will develop and formalize a process for allocation of GNA Program Revenue to restoration projects and actions that incorporates priorities from local collaborative groups, state and federal agencies, and ODF field units.

  • Codify the FFR Program. You will establish appropriate policies, procedures, SOPs, and performance tracking mechanisms for the FFR Program. You will also coordinate with ODF Public Affairs and Partnership and Planning staff to develop a Communications Plan highlighting the work of FFR.

WHAT WE ARE LOOKING FOR:

Candidates whose demonstrate skills, abilities and/or experience in the following:

  • Bachelor’s degree in Natural Resources, Collaborative Governance, Business or Public Administration, Behavioral or Social Sciences, or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

    OR

  • Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

  • Demonstrated ability to foster a culture of service, workforce diversity, equity and inclusion, team environment, and strong internal communication and alignment.

  • College-level training in a natural resource management discipline.

  • Robust experience working in both natural resources and collaborative governance.

  • Strong leadership qualities and demonstrated leadership skills.

  • Ability to develop and articulate vision, goals and strategies at a programmatic level.

  • Strong affiliation with doing business differently.

  • Demonstrated ability to work with a diverse set of stakeholders with vested perspectives and interests.

  • Demonstrated ability to develop partnerships with federal agencies, state agencies, university faculty, nongovernmental organizations and the private sector.

  • Working knowledge of the various mandates that guide forest management on public and private lands in Oregon.

  • Working knowledge of federal forest management policies, including the National Environmental Policy Act and Good Neighbor Authority.

  • Appreciation for the role and value of social science in land management, economic development and public policy decision-making.

  • Demonstrated ability to analyze administrative policies at both the state and federal level.

  • Ability to work in a team setting and adjust to shifting priorities.

  • Excellent verbal and written skills, including drafting communication and/or outreach products.
