As a key leader working under the Facilities, Fleet, Environmental, and Sustainable Operation Manager, this position will manage a team that’s primary purpose is to ensure the agency’s facility space needs are met. This position and their team fulfill needs on a statewide basis, by identifying requirements, securing resources, and implementing required facility-related activities to support the agency’s essential functions effectively. This includes advanced-level coordination, information/data gathering, and planning, along with budget development and management, site acquisitions, leasing, and renovation projects.
This position and their team support DNR’s strategic priorities by assisting in developing and coordinating strategies to reduce the energy footprint of the agency, maintaining modern and effective work environments, and establishing processes to use agency resources effectively, efficiently, and in the public interest. - Duties

Responsibilities:
- Leadership: Subordinate staff management to include daily tasking and oversight of work. Manages overall staff performance, performs recruitments, onboarding, training, mentoring, assigns and monitors work/projects, and checks quality and content of completed work/projects.
- Planning: Performs research and collaborates with agency staff to gather information and data relating to facilities space needs. Develops detailed short- and long-term plans for agency facilities statewide for internal program use and to meet external deliverables.
- Budget: Develops and implements a capital portion of the facility programs budget to include decision packages, and re-appropriation requests as required. Coordinates with the agency Office of Budget and Economics as required.
- Leasing and Acquisitions: Researches, negotiates, and facilitates the execution of property leases and acquisitions to fulfill agency space needs.
- Construction Project Coordinator Oversight: Oversees the supervisor and indirectly the team of construction project coordinators that perform all work required to achieve assigned construction project objectives.
- Communication and Outreach: Builds and maintains professional relationships throughout the agency to ensure program facility needs are known both current and future. Incumbent communicates the status of requests and informs agency leadership of obstacles, issues, and timelines.
- Data and Information Stewardship: Gathers and maintains information and data required to support informed facility management and oversight.
- Policy: Assist in the development and implementation of agency policies and procedures. Interprets internal and external state and agency policy in regard to facilities management and space use.
- Legislative: Supports agency legislative activities through bill analysis, recommendations, and fiscal impact reporting.

Required Qualifications:
- Bachelor’s degree in business administration, engineering, building construction, or related field AND a minimum of four years of experience in managing staff engaged in facility/property planning and management, public works, construction project management, maintenance and repair of structures and buildings,
OR a combination of education and experience in a closely related field. - Knowledge of:
- Facility management.
- Effective leadership approaches.

- Building construction, and construction project management.
- Creation of governmental decision packages.

- Skills:
- Ability to communicate effectively with others and high-level agency leaders, executive management level, and technical staff. Able to provide effective written correspondence, reports, and oral communications with internal and external stakeholders.
- Advanced organizational skills.
- Ability to perform long-range strategic planning related to facility space, staffing needs, and storage of equipment and supplies.
- Leadership skills include mentorship, interpersonal, employee performance management, problem-solving, creativity, and innovation.
- Ability to form and work in teams to collaboratively determine and accomplish statewide goals and objectives.
- Advanced negotiation ability.
- Experienced in using computerized asset/facility management system data tracking and reporting software.

- The majority of the time will be in state or home office environmental work conditions. There will be occasional off-site activities consisting of meetings and regional site visits.
- Periodic in-state and out-of-state travel for meetings, conferences, and region visits.
Must be available for statewide travel including multi-overnight stays. - Must have a valid driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
- Significant experience working in government-run facility operations.
- Facility-related certification from a recognized source within the industry.
- Bachelor’s degree in business administration, engineering, building construction, or related field AND a minimum of four years of experience in managing staff engaged in facility/property planning and management, public works, construction project management, maintenance and repair of structures and buildings,
