Summary
The Department of Community and Human Services (DCHS) Department of Community and Human Services provides equitable opportunities for people to be healthy, happy, self-reliant, and connected to community.

Impacts due to COVID-19 have left King County’s most vulnerable households often unable to pay rent or cover other critical expenses placing them in a position where eviction may be imminent when the moratorium ends.  To ensure household are not evicted, funds from both Washington State and the federal government will be used to create rental support for King County residents at high risk of eviction.

DCHS is leading the County’s homelessness prevention and rental assistance work, and the EPRAP Landlord Program Lead is a critical position in our effort to prevent homelessness in the region.

The EPRAP Landlord Program Lead is responsible for working as an integral leader across multiple teams while supporting Project Managers and Assistants.   The Program Lead is charged with the day-to-day operations ensuring contracted agencies and their staff have the necessary resources to effectively support thousands of tenants receiving rental assistance.  The successful candidate should be self-motivated, able to work independently, and serve as a thought partner in the overall development and implementation of EPRAP.

The EPRAP Landlord Program Lead will work closely with the EPRAP Tenant Program Lead, the fiscal team, the performance evaluation team and communications staff to ensure King County Project Managers have the support they need to work with agencies and staff contracted to make the rental payments to landlords. This position is high profile and will operate on tight timelines over the next year. To be successful, the EPRAP Landlord Program Lead is a critical thinker, a change agent, and an implementer.

Work Schedule: This position is exempt and not eligible for overtime. Typical hours are Monday – Friday 8am-5pm, however, the incumbent may be required to work extended and/or flexible hours to respond to the deadlines and emergency work needs.

TEMPORARY TELECOMMUTING REQUIREMENT

 The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Job Duties
  • Manage a complex project implementing rental assistance for tenants and small landlords under the EPRAP program.
  • Communicate and coordinate with hundreds of different property management companies, large owner-operated residential properties, and small landlords.
  • Manage two staff to implement the EPRAP Landlord Program, leading with an equity and social justice lens.
  • Work directly with the Outreach Project Manager, Grievance Project Manager and Communications Project Manager to ensure resources are available to serve and resolve tenant concerns quickly and efficiently.
  •  Provide clear communication on directions and program status both in verbal and written formats.
  • Build relationships with communities of color including immigrant and refugee communities and other populations facing barriers to resources.
  • Guide Project Managers in the development and management of contracts and/or partnering agreements with and between various entities, including funding partners and other non-profit agencies.
  • Lead and participate in weekly learning circles with contracted agencies to ensure critical and timely information about EPRAP is shared; providing technical assistance where needed.
  • Work with the EPRAP Program Lead to provide information that guides project and program evaluation for continuous improvement, and in making project/program policy recommendations.
  • Perform other duties as assigned.
Experience, Qualifications, Knowledge, Skills
  • Five years of experience in planning and/or implementing affordable housing, social services, and/or homelessness programs; or equivalent combination of education and experience.
  • Experience leading inclusive planning processes that bring together constituencies representing diverse interests, and successfully results in concrete products.
  • Experience with government contract development and management.
  • Experience managing large contracts and budgets.
  • Possess strong skills working within Excel and various databases; manipulating and using data utilizing a computer and other tools.
  • Strong communication skills.
  • Strong ability to work in a team environment.
  • Demonstrated ability to work as a team leader and as a liaison between systems both internally and externally with other jurisdictions and service providers.
  • Ability to work under deadlines, work on several tasks simultaneously, and organize and prioritize work quickly in response to changing needs.
  • Knowledge of equity and social justice principles, and understanding of the effects of place-, race, policy- and systems-based inequities on marginalized communities.
  • Experience building trusted working relationships with communities of color including immigrant and refugee communities and other populations facing barriers to accessing public resources
  • So as to be able to connect w/ tenants and/or landlords, willingness to work outside of normal work hours if necessary.
  • Demonstrated experience in using Microsoft Word, Excel, Access, and Outlook.
  • Valid Washington State Driver’s License or the ability to travel throughout the County in a timely manner.

Desirable Qualifications:
 

  • Demonstrated knowledge of and experience in working with people experiencing homelessness or homeless services, specifically homelessness prevention.
  • Ability to successfully manage challenging politically sensitive situations.
