Working with the Equity Director, this Equity Manager (Project/Program Manager IV) will be responsible for implementing the Equity and Social Justice Strategic Plan and the agendas and actions for Racism as a Public Health Crisis in Public Health, across-departments and with community. As part of an emerging office within Public Health that focuses on racial equity and community partnership, this Manager will provide racial equity technical expertise and build capacity across divisions and in the Director’s Office, assuring progress and creating transparency and accountability with employees and community.  The Manager may convene and support department equity teams, and represent the department in cross-department and cross-agency teams and bodies. The Equity Manager will staff and support key community-driven groups, like the Pandemic and Racism Community Advisory Group. The Manager must be skilled in advancing complex policy, systems and culture changes in a large organization. In addition, this position demands being able to lead on racial equity activities and work across the intersections with disability, gender identity, sexual orientation, religion, class, age and other identities.

Background:

In June 2020, the King County Executive and Public Health Director declared racism a public health crisis. As part of this work, King County government is committed to implementing a racially equitable response to this crisis, centering on Black and Brown communities. Historically, from the launch of Equity and Social Justice in 2008, Public Health has been at the forefront of the county’s equity work, co-leading early on, including supporting the passage of the “Fair and Just” ordinance by Council with the Executive in 2010.  Now, more than 10 years later and by declaring racism a public health crisis, the vision is to advance power, prosperity and well-being for Black, Indigenous and People of Color communities so they can thrive in Rev. Martin Luther King, Jr. County. The values driving this work include being anti-racist, focusing where negative impacts have been most harmful; centering on Black, Native and Brown experiences and voices; being responsive, adaptive, transparent and accountable; and addressing root causes.

Work Location: This position will be located in downtown Seattle, in the Chinook Building, 401 Fifth Avenue, Seattle, WA, 98104. During the Stay at Home order, some work will be completed remotely. As we resume site based operations in the future, this role may be required to continue to work remotely, traveling to various Public Health locations throughout King County. For remote work, Public Health will provide the new hires with a computer laptop, however, other tools necessary to successfully work remotely will not be provided. You will need to have sufficient equipment and an internet connection to work remotely.

Work Schedule: This position will work full-time, or 40 hours per week.

Job Duties

  • Lead and support overall management in racial equity and community partnerships for Public Health.
  • Lead and manage in the department’s implementation of the 2016-2022 Equity and Social Justice Strategic Plan and the Public Health department’s commitments as part of Racism is a Public Health Crisis body of work.
  • Track and manage progress working with employees and community in ways that are accountable and transparent.
  • Support equity teams in divisions and department-wide, and represent the department in cross-department and cross-agency teams and bodies.
  • Staff and support key community-driven groups, like the Pandemic and Racism Community Advisory Group.
  • Serve as mentor to other staff, and serve on various internal and external teams and groups.
  • Provide technical assistance to staff on a broad range of racial justice and equity issues.
  • Perform other assignments as delegated by the Equity Director. Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Skill in advancing complex policy, systems and culture changes in a large organization. In addition, this position demands being able to lead on racial equity activities and work across the intersections with disability, gender identity, sexual orientation, religion, class, age and other identities.
  • Demonstrated use of research and analysis methods, and critical theory and problem-solving knowledge and skills.
  • Demonstrated broad and in-depth knowledge of racial equity issues and practices for large organizations and in different communities.
  • Experience working with racially diverse people, employees and communities.
  • Demonstrated ability to direct work of multi-disciplinary staff and teams.
  • Demonstrated program development skills, including analysis of root causes, use of workplans, delegation of work to team members and implementation of feedback mechanisms to monitor performance.
  • Excellent verbal, written, and interpersonal communication skills with racially diverse audiences.
  • Skilled at public speaking, meeting facilitation and negotiations.
  • Ability to prioritize and manage multiple tasks simultaneously and on tight timelines.
  • Experience working in agency systems.
  • Demonstrated ability to direct work of multi-disciplinary staff and teams.
  • Ability to be adaptable and to engage in healthy conflict.

DESIRED QUALIFICATIONS

  • Experience as a racial equity trainer.
  • Experience leading or contributing to substantial organizational change, including culture changes and measurable indicators.
  • Experience in making policy changes within local government, including legislative, regulatory and/or procedure changes.
  • Experience in community organizing and social justice advocacy.
