The Department of Health works with others to protect and improve the health of all people in Washington state. The DOH Environmental Public Health (EPH) division works toward this mission by preventing and reducing exposure to health hazards in the environment and supporting healthy places where all people live, work, and play.
 
The Equity and Environmental Justice Managers will supervise staff and oversee the Department of Health’s Healthy Environment for All (HEAL) Act implementation. Reporting to the HEAL Implementation Manager, these positions will play a pivotal role in integrating equity and environmental justice into agency policies and processes. Their responsibilities include Environmental Justice Assessments, ensuring program compliance with the budgeting and funding requirements of HEAL, and supporting the reporting requirements of the law. These roles will create programs, processes, and resources to help agency staff meet these obligations and integrate equity and environmental justice into rules and policies. They will serve as an expert and consultant on HEAL and environmental justice for program staff across the agency. They will also work closely with the other HEAL agencies and the Environmental Justice Council to continuously update and refine the processes and implementation planning for HEAL obligations.
 
These two (2) full-time permanent Management Analyst 5 (MA5) classified positions may be located anywhere within the State of Washington. Telework (mobile work) is currently expected. The incumbents will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to either the Tumwater or Spokane duty station, whichever is closest to them, for work activities as needed.  Required in-office work is rare and infrequent and will be scheduled in advance.

Required Qualifications

Option 1: At least four (4) years of experience leading, developing, or coordinating projects or programs that focus on addressing health inequities, social justice, environmental justice, community engagement, and/or working with historically marginalized groups.
 
OR
 
Option 2: A bachelor’s degree or higher from an accredited college or university in public health, community health, social work, health communications, public administration, business administration, environmental sciences, or a related field; AND at least two (2) years of experience leading, developing, or coordinating projects or programs that focus on addressing health inequities, social justice, environmental justice, community engagement, and/or working with historically marginalized groups.
 
AND
 
Experience will include the following:
  • Leading and managing multiple, complex projects at the same time. Must have strong program management and implementation skills. 
  • Addressing root causes of systemic inequities and social determinants of health.
  • Integrating community voice, feedback, needs, and preferences into program plans, projects, and initiatives.
  • Building partnerships and working collaboratively with others.
  • Leading teams and/or supervising.
  • Excellent organizational and communication (verbal, written, and interpersonal) skills.
Desired Qualifications 
 
  • Experience developing and maintaining relationships with diverse communities, including tribes, Black, Indigenous and communities of color, low-income communities, LGBTQ+ communities, people with disabilities, and other historically and currently excluded communities.
  • Experience planning health, environmental, or community engagement projects including assessment, planning, implementation, monitoring and using lessons-learned to evolve the program over time.
  • Familiarity with rulemaking processes, governmental grant and loan programs, and policymaking.
  • Understanding of environmental justice, including lived experience.
  • Understanding of equity and social justice and the role institutional racism and oppression plays in inequitable outcomes across sectors, including lived experience.
  • Experience building new systems and processes to improve collaboration, coordination, quality improvement, and equity.
  • Proficiency in a language other than English.

Conditions of Employment/Working Conditions
