The Capital and Asset Management Program mission is to serve the Department by delivering technical and professional engineering, construction, and maintenance to sustain facilities, infrastructure, and ecosystems under the Department’s care. Performance of the job duties and responsibilities result in assisting the customer programs in their efforts to accomplish Department goals.

 The incumbent in this position provides skilled operation of all types of heavy construction equipment in the construction, demolition and restoration of state lands, structures and facilities and wildlife habitat.  In addition to general construction needs, this position is responsible for the successful transportation of live fish from hatchery facilities to identified bodies of water or other fish rearing facilities.

Duties

 

KEY DUTIES INCLUDE BUT ARE NOT LIMITED TO:

Heavy Equipment Operation

Tasks include: 

Operate heavy equipment in a safe and effective manner to minimize the risk of injury, property damage or loss of life.

Operate construction and earth moving equipment such as, but not limited to:

  • Wheel loaders more than 80 net flywheel horsepower.
  • Dozers having 80 or more net flywheel horsepower.
  • Rubber tired loader/backhoe combination 51 net flywheel horsepower or more.
  • Excavators having more than 30 net flywheel horsepower.

Operates construction related equipment to move dirt, rock, equipment and materials, clear land, dig ditches, remove debris and sediment, and build roadbeds.

Perform daily safety and maintenance checks.

Clean heavy equipment as scheduled and/or required.

Ensure heavy equipment is safely and securely stored on jobsite.

Maintain and assist with repair of heavy equipment, trucks, and trailers.

Interprets blueprints, drawings, and specifications.

Use laser level and regular level for grades and elevations of cuts and fill.

Material Hauling / Fish Transport

Tasks include: 

Operates heavy trucks and related equipment to move dirt, rock, equipment, and other materials for the purpose of clearing land, digging ditches, removing debris, and building roadbeds.

Such heavy trucks include, but are not limited to:

  • Semi-tractor/trailer, tanker, low boy combination exceeding 80,000 gross combination weight.
  • Truck or semi-tractor/trailer combinations more than 54,000 gross combination weight

Performs daily safety and maintenance checks.

Maintains and assists with the repairs to trucks and trailers.

Operates water tankers up to 6000 gallons to safely transport live fish statewide.

Physical Labor on Construction and Maintenance Projects

Tasks include: 

Performs various general manual labors that support various trades.

Digs and back fills ditches and trenches; cuts and removes wood debris; and assists with grounds restoration.

Loads, unloads, and moves supplies, materials, or equipment to and from work site.

Assists with the preparation of new construction and maintenance of facilities, structures, and land statewide.

Operate hand and power tools.

Ability to perform light acetylene and stick welding tasks (portable or otherwise).

Operate drill press, grinders, and hand operated power compactors

Miscellaneous Construction Activities

Tasks include: 

Assists in the repair or alteration of buildings, sheds, concrete forms, and other structures as needed.

Assists in the installation, maintenance and repair of pipes, valves, and gates.

Assists in disassembling valves, replacing worn parts, and reassembling them.

Miscellaneous

Tasks include: 

Keeps a daily log of tasks.

Submits travel vouchers, annual/sick leave requests and timesheets.

Participates in meetings, in-service training, workshops, etc. for the purpose of gathering information required to perform job functions.

Other duties as assigned.

WORKING CONDITIONS: 

Work Setting, including hazards:  

  • Duties are performed on construction sites (Hatcheries and Wildlife areas).
  • Work in all weather conditions, including extreme heat, rain, or snow.
  • Work in rough terrain, riverbanks, slippery slopes, and other surfaces in all types of weather conditions.
  • Must be able to bend, stoop, squat, push, pull and lifts 50 pounds repetitively when loading and unloading trucks or moving materials around project site.
  • Some tasks will involve sitting at a desk and working on a computer.

Schedule:

  • Typically, Monday – Thursday – 6:30 a.m. – 4:30 p.m.
  • Working overtime as needed.
  • This will include overnight stays and evening and weekend work.

Travel Requirements: 

  • Travel is required. 60-80% depending on the season.

Tools & Equipment: 

  • Basic hand tools, power tools such as drills, roto hammers, cut off saws, circular saws, hydraulic punch, metal band saws, welders, cutting torch, plasma cutter, chainsaws, and/or powered motors.
  • Heavy Equipment:    
    • Wheel loaders more than 80 net flywheel horsepower.
    • Dozers having 80 or more net flywheel horsepower.
    • Rubber tired loader/backhoe combination 51 net flywheel horsepower or more.
    • Excavators having more than 30 net flywheel horsepower.
  • Trailers:
  • Semi-tractor/trailer, tanker, low boy combination exceeding 80,000 gross combination weight.
  • Truck or semi-tractor/trailer combinations more than 54,000 gross combination weight

 Customer Interactions: 

  • Frequent interactions varying between Federal, Local/State agencies and Inter-Agency customers and vendors.

Certifications/License:

  • A valid driver’s license.
  • Class A Commercial Driver’s License (CDL) endorsement with current Medical Examiner’s Certificate. (Incumbent will have 6-months to obtain a Tanker Endorsement).
  • Boom Truck Certification (can be obtained after employment).
  • First Aid and CPR Certification (can be obtained after employment).

NOTE: 

As a condition of employment for this job and in accordance with the U.S. Department of Transportation Rules and the Federal Omnibus Transportation Employee Testing Act of 1991, the selected candidate will be required to undergo pre-employment drug testing as well as queries for any violations of drug and alcohol regulations during prior employment and through the Federal Motor Carrier Safety Administration’s Clearinghouse. Candidates will be disqualified for employment if they refuse to submit to/or fail this pre-employment testing or refuse to provide consent for violations queries. Subsequent to employment, employees in this job will be subjected to ongoing random drug/alcohol testing, reasonable suspicion, post-accident, return to duty and follow-up testing as well as an annual query of the Clearinghouse.   

Qualifications

REQUIRED QUALIFICATIONS:

  • High school diploma or equivalent.

AND

  • Three (3) years of experience in the operation and maintenance of heavy equipment including operation of bulldozers, graders, excavators, loaders, backhoes, cranes, or similar equipment; or, full journey status as a Heavy Equipment Operator by work experience, vocational or trade school apprenticeship program, or any combination of the above.
  • Possession of a valid driver’s license that is recognized in Washington State and acceptable driving record.
  • Class A Commercial Driver’s License (CDL) endorsement with current Medical Examiner’s Certificate.
  • Tanker Endorsement (can be obtained after employment).

Job Knowledge and Experience:

  • Knowledge of rules of safe operation of equipment; state motor vehicle laws; materials used in servicing and maintaining heavy equipment; methods, tools, and materials used in servicing and maintaining heavy equipment.
  • Ability to: operate heavy construction equipment in safe and skillful manner; make adjustments and repairs to equipment; operate laser level or other surveying equipment; use and care for hand and power tools with reasonable degree of skill ; follow oral and written instructions; follow State and Agency policies, procedures and guidelines; keep simple records; work to grade; meet production standards, deadlines and schedules, balancing each appropriately to produce high quality work and informing supervisor or other of problems, identifying issues and alternative solutions; have reliable and punctual work attendance.   
  • Ability to: safely and confidently operate all types of state motor vehicles, in hazardous weather conditions such as snow and ice, while on mountain passes, highways and roads (both paved and unpaved).
