What you will be doing:
Serving as the Environmental Technical Analyst in the Contracts and Procurement Division (C&P), you will provide expert level technical, science-based environmentally preferred purchasing (EPP) research, expertise and guidance to procurement staff, leaders, customers and supplier partners ensuring compliance with state environmental laws, policies and executive orders.  You will also assist in conducting Lean process improvements to achieve true business transformation as well as system transition and will be the primary C&P position for legislative research and reports related to environmental procurement issues.
 
Who we are looking for: 
We are seeking someone with strong environmental, toxics, plastics and waste reduction knowledge, skills and abilities, preferably with proven experience working with buyers, procurement, contracting and/or facilities staff and leaders on developing and promoting EPP from a technical, scientific perspective. Someone who understands green certifications, labels and spend data, with excellent analytics, reporting, and written and verbal communication skills. Legislative, policy, and process review and monitoring are also key. This position also requires the ability to actively build and maintain positive relationships with stakeholders and cross-functional work teams.

Duties

Some of what you will enjoy doing: 

  • Provide expert scientific advice and consultation to help DES effectively research, implement, and respond to key environmental questions, statewide directives and issues including greenhouse gas/carbon and toxics reduction priorities, climate change, and clean/zero energy directives, as received from the Governor’s office, legislators, customer agencies, suppliers, and other stakeholders.
  • Assist C&P contracts specialists in statewide master contract solicitation development by making recommendations including environmentally preferred product specifications, certifications, and related guidance and suggested language, bid evaluation criteria, scoring and other recommendations on products and services during procurement development/evaluation/award.
  • Assist contracts specialists to promote EPP statewide master contracts for agencies to utilize to improve their green purchasing practices.
  • Review environmental laws, directives and policies, recommend updates and EPP legislation analysis.
  • Provide expert level analysis and provide recommendations on green contract spend data requests, leading future enterprise EPP reporting efforts and contributing to all enterprise EPP goals and action planning.
  • Identify and report any new or upcoming master contract rebids that reflect an opportunity to incorporate EPP, or that may reduce toxics or plastics in products and packaging.
  • Write reports and analysis on environmental purchasing for executive and legislative audiences.
  • Represent C&P as a technical resource for state committees, conferences and industry events.
  • Implement new EPP tools, processes and training to improve statewide EPP practices, including the new EPP Guide and EPP Chapter of the Contracts & Procurement Division (C&P) Desk Manual.

Qualifications

Required Qualifications:

  • Bachelor’s Degree in business administration, public administration, law, or a related field; AND
  • Five (5) years of demonstrated knowledge and experience in conducting or leading environmental  projects, with a technical focus on EPP, reducing toxics, plastics, waste, and greenhouse gasses, green specification development, certification and labeling, and complex data analyses and statewide reporting; AND  
  • A valid driver’s license when operating a state or privately owned vehicle on official state business.

Preferred Qualifications: 
The most successful candidates will also possess the following competencies: 

  • EPP Experience: Directly contributes to public procurement, purchasing and contracting processes, collaborates with procurement staff and leaders to coach, guide and provide recommendations to incorporate environmental elements into contracting, procurement and purchasing process.
  • Legislative, Policy and Process Analysis: Reviews new green-related bills and existing EPP laws, policies or processes providing analysis, summary and recommendations on suggested edits/impacts.
  • Training: Ability to help develop and conduct EPP training and state EPP Manual implementation for internal and external staff and leaders, including customer agencies and state contract suppliers.
  • Computer Skills: Efficiency in Microsoft Office Suite (or equivalent).
  • Accountability and Self-Management: Takes personal responsibility for the quality and timeliness of work. Achieves results with little oversight.
