The Position
The City of Portland is seeking a Environmental Systems Division Manager to join the 
Portland Bureau of Transportation!

About the position: The Environmental Systems Division Manager is part of the Maintenance Operations Group at the Portland Bureau of Transportation and also supports the work of the Bureau of Environmental Services.  The Environmental System Division (ESD) is responsible for maintaining the City’s $13+ billion dollar sanitary and storm water collection and conveyance infrastructure on behalf of the Bureau of Environmental Services (BES).

This is a senior level leadership position providing overall management, vision, and accountability for the division activities through supervisors.  As part of the management leadership team of Maintenance Operations this position is responsible for collaboration and coordination with other division managers and for supporting the strategic direction of MO and PBOT.

About the Division: The primary goals of the Environmental System Division are to efficiently and effectively inspect, clean, investigate, and repair components of the City’s sanitary and storm water system (sewer) by: meeting or exceeding production goals; maintaining compliance with U.S Environmental Protection Agency (EPA) and Department of Environmental Quality (DEQ) rules and guidelines; collaborating to achieve PBOT’s and BES’s strategic goals; and successfully delivering PBOT & BES intra-bureau projects, personnel management initiatives, and emergency management functions.

  • Provide vision, leadership, management and oversite to ESD’s program and goals
  • Direct, plans and manages the work and associated resources of the Environmental System Division’s which has a current budget ($20+ million), through managing supervisors, professional and technical staff with overall responsibility for 130 employees.
  • Implement performance management systems to improve program delivery and productivity with a focus on quality control and assurance.
  • Ensure services are being delivered cost effectively, efficiently and equitably.
  • Implement comprehensive personnel management strategies to optimize safety, professionalism, and development of the workforce with a focus on citywide goals.
  • Contribute to transforming culture by creating a people centered organization, reviewing programs and processes through an equitable lens, and advocating for anti-racism.
  • Provide responsive customer service and communication to both PBOT & BES

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19.  In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location. As the situation evolves, the exact work location of the position in this recruitment may change based upon leadership direction and approval.    It is anticipated training may be both in person (following COVID protocols) as well as virtual.

To Qualify

The following minimum qualifications are required for this position:

  1. Knowledge of  the construction, inspection, maintenance and/or operation of municipal public works facilities including  wastewater or storm water systems.
  2. Knowledge of federal, state and local laws, regulations and codes related to wastewater/storm water systems.
  3. Experience acting as an equitable supervisor including coaching, personnel management, scheduling.
  4. Experience creating a culture of safety, professionalism, and accountability by recognizing and leading change efforts including facilitating difficult conversations when needed regarding equity and anti-racism actions and initiatives
  5. Experience with strategic planning and managing to successful completion a wide range of assignments.
  6. Experience providing responsive customer service and communication to a variety of internal and external stakeholders and the ability to present technical information to a variety of technical and non-technical individuals.

Although not required, an ideal candidate will have 10 years of wastewater/storm water experience and 5 years supervisory experience.  Additionally, the ideal candidate will have an Oregon Collection System Operator Grade IV certification or the ability to obtain the certification.
