Position Description

Tacoma Power is establishing an eligible list for Environmental Specialist, Senior. This list will be used to fill vacancies at Tacoma Power for one year.  

The Senior Environmental Specialist will work for Tacoma Power’s Power Shared Services Section and will manage the development and implementation of procedures, and programs to comply with federal, state and local environmental regulations for Tacoma Power, Water and Rail operations. 

Responsibilities Include:

  • Responsible for hazardous and universal waste program management, facility audits of Tacoma Public Utility and TSDF facilities, spill response coordination and reporting, securing and administering Storm Water Permits (NPDES, Construction, and Municipal) and underground storage tank operations and removal
  • Develop and manage contracts for environmental consulting, emergency response, and waste disposal activities 
  • SPCC, air emissions permitting and GHG program management, PCB waste and records management, emergency spill response and MTCA clean-ups, environmental site assessments and remediation activity, waste water permit management
  • Develop and provide training to City of Tacoma employees on various environmental regulatory subjects, waste disposal authorizations and provide environmental policy and regulatory compliance interpretation and support functions as necessary

Qualifications

 

  • Bachelor’s Degree and four years of related work experience* OR
  • Master’s Degree in science, planning or a related environmental field and two years of related work experience*

*Experience may be substituted for education at a ratio of two years of experience for one year of education.

LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS
Valid Driver License at time of application with maintenance thereafter. Professional registration or certification by a recognized organization or board within the applicants’ discipline of science or engineering is highly desired.

TECHNICAL
Environmental technical and regulatory principles.

COMMUNICATIONS
Prepare effective written and oral communications for use by City employees, citizen’s groups, and city management. Make effective presentations to customer advisory panels and citizen’s groups.

LEADERSHIP
Builds and leads interdisciplinary teams consisting of city staff and others in completing environmental projects and programs. Analyze situations accurately and adopts and communicates effective courses of action.

MANAGEMENT
Plans, organizes and directs work to meet schedule, budget and objectives. Evaluates effectiveness of programs.

PROFESSIONAL
Understand and apply appropriate scientific principles and regulations in developing programs and completing projects. Must possess licensure, registration, or certification in the technical discipline relevant to the work requirements
