Duties

Assist in the administration of the Cultural Resources Program.

  • Assist in the assurance of environmental compliance with applicable laws, regulations, executive orders, and federal and state directives.
  • Assist in planning, conducting, and coordinate data collection.
  • Analyze data, tabulate findings, prepare reports, and develop presentations.
  • Assist to develop and submit project proposals/budget for program areas through the Status Tool for the Environmental Management Program (STEP).

Assist in the administration of the Hazard Waste Program.

  • Assist in the development of plans and execution of Phase II and III Environmental Site Assessments.
  • Respond to and investigate complex or highly technical complaints, violations, and inquiries.
  • Coordinate hazardous waste site (i.e. contaminated site, toxic cleanup site, cleanup site) risk assessment, investigation, and cleanup.
  • Review compliance related permit applications.

Support to the Environmental Branch Assessment Programs.

  • Assist in conducting Environmental Condition of Property (ECOP) investigations.
  • Assist with the hiring of well-qualified and reputable contractors.
  • Support the Environmental Management System (EMS).

Assist in the administration of the Storage Tank Management Program.

  • Help to provide for the environmental oversight of assigned aboveground, underground, and mobile storage takes.
  • Collaborate with the Spill Prevention, Control, and Countermeasure (SPCC) Program Manager.

Assist in the administration of the Spill Response and Compliance Related Cleanup Program.

  • Identify spill response and compliance related cleanup and equipment needs.
  • Keep informed of current and proposed regulations.
  • Assist in developing a comprehensive spill prevention program.
  • Help coordinate emergency spill and other compliance related risk assessment, investigation, and cleanup.

Support Branch Related Contractual Services.

  • Support the procurement, direction, and evaluation of contracted services.
  • Coordinate and oversee contractor or consultant services.

Qualifications

REQUIRED

One year of experience as an Environmental Specialist 2;

OR

A Bachelor’s degree involving a major study in anthropology/archeology, physical science or one of the natural sciences, environmental planning, or allied field.

AND

Two years of professional level experience in cultural resource management, environmental analysis or control, or environmental planning.

OR

A Ph.D. in environmental, physical, or one of the natural sciences, or environmental planning.

Additional qualifying experience in the above field(s) will substitute, year-for-year, for the education requirement.  A Master’s degree in one of the above environmental fields will substitute for one year of the experience requirement.

DESIRED

Experience:

  • Cultural resource management, archaeology, and historic preservation.
  • Natural resource conservation.
  • NEPA/SEPA analysis and ECOP assessments
  • Performing complex environmental compliance audits/investigations.
  • Reviewing, monitoring, and/or issuing water, stormwater, air, or hazardous material permits.

Knowledge of:

  • Federal, Tribal, State, and local environmental compliance issues, laws, and regulations.
  • Pollution Prevention and control.
  • Natural resource conservation.
  • Archeological and cultural resource management.
  • Hazardous waste programs.
  • GIS tools and techniques.

Skills & Abilities to:

  • Consult with stakeholders as related to assigned responsibilities.
  • Use Microsoft Office Suite (Word, Excel, Outlook and SharePoint, or similar software) to develop documents in support of program requirements.

 

Supplemental Information

Compensation: Wage/salary depends on qualifications or rules of promotion.

CONDITIONS OF EMPLOYMENT

Background Investigation: Must successfully complete the appropriate background checks required for employment and to obtain/maintain a DoD Common Access Card (CAC).  Must be willing to sign releases of information and shall not have access to any investigative materials and files.  The processing of background checks can take up to six months post-employment.  Failure to successfully pass a background check may be cause for termination.

Union Shop Provision: This position is covered by a union shop provision – Washington Federation of State Employees.

Driver’s License:

  1. Valid to drive in the State of Washington.
  2. Must meet requirements of the REAL ID Act.  This is required to obtain base access and will be required upon hire.

Military Facility: Willingness to work on a Military Controlled Access Installation.

Work HoursA choice between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule).  Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm and will include core business hours of 8:00 am to 4:00 pm.

Telework: Part-time telework may be available for eligible candidates.  Work schedules will currently incorporate telework protocols in accordance with the state’s COVID-related workplace safety guidance.  

Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.

Travel: Regular statewide travel may be required up to 20% to include overnight stays.
