The Department of Corrections is seeking a highly motivated and qualified individual to fill one full time permanent position as an Environmental Specialist 5 at Monroe Correctional Complex.

The Environmental Specialist 5 serves as the subject expert for all environmental programs including sustainability, recycling, conservation, energy, air, water, wastewater, hazardous materials, hazardous waste management, asbestos, and pollution prevention, etc. at Monroe Correctional Complex (MCC), a prisons complex housing 2,500+ adult male incarcerated individuals on 365 acres of property with 105 buildings and provides statewide Department of Corrections (DOC) facilities with technical assistance and expertise related to all environmental compliance issues.

Additionally, this position performs as a subject matter expert and liaison with Capital Planning and Development Department (CPD), DOC Headquarters, Federal, state, and local regulatory authorities and ensures agency and facility compliance with all Federal, state, and local environmental regulations. Trains and assists facility personnel on environmental matters at all DOC facilities as needed. As well, researches, develops, and implements environmental related programs and assists Headquarters with other environmental projects and issues as needed.

Duties

Assist MCC to maintain environmental compliance and ensuring all required MCC environmental inspections, reports and permitting are accomplished.

Assist as needed to maintain environmental compliance for All Statewide DOC facilities.

Tasks include but not limited to:
Wastewater Management

  • Duties entail but are not limited to ensuring compliance, permits, interagency agreements and assistance with Biosolids and Storm Water Management programs. 

Manage Air Quality Permitting

  • Annual and quarterly reporting and tracking of air quality requirements. 

Asbestos Program

  • Ensure compliance, maintain asbestos survey records, and assist in asbestos awareness training for MCC maintenance staff.

Sustainability/Recycling

  • Research and participate in ensuring  facility energy efficiency and assisting in compliance with environmental laws.

Hazardous Waste and Hazardous Material 

  • Ensure compliance with Washington State Dangerous Waste regulations and DOC policies.
  • Manage hazardous waste, including conducting accumulation area inspections, maintaining small quantity generator status, and ensuring proper identification and labeling of all hazardous and dangerous waste.
  • Manage proper collection and disposal of recyclable solid waste.
  • Spill response and management

Biomedical Waste

  • Ensure biomedical waste is labeled, stored, transported, and disposed of according to regulations.
  • Assist in the scheduling and collection of biomedical waste. 

Required Qualifications:
Option 1:
Four (4) or more years of demonstrated experience in environmental analysis, or environmental planning, and/or regulatory compliance regulations in one or more of the following areas; Water, wastewater, storm water, air quality permitting, Asbestos, Hazardous Waste, Hazardous Materials, HAZCOM, Biomedical waste, Sustainability/Recycling, Electronic recycling.
AND
Demonstrated experience balancing complex technical issues and making independent, reasoned, and justifiable decisions in a timely manner to accomplish program objectives.

Option 2:
A Bachelor’s degree or higher involving a major study in environmental, physical or one of the natural sciences, environmental planning, or allied field
AND
Three (3) or more years of demonstrated regulatory compliance experience in one or more of the following areas; Water, wastewater, storm water, air quality permitting, Asbestos, Hazardous Waste, Hazardous Material Management, HAZCOM, Biomedical waste, Sustainability/Recycling, Electronic recycling.
AND
Demonstrated experience balancing complex technical issues and making independent, reasoned, and justifiable decisions in a timely manner to accomplish program objectives.

Option 3:
A Master’s degree or higher with major emphasis in environmental, physical or one of the natural sciences, environmental planning, or allied field
AND
Two (2) or more years of demonstrated regulatory compliance experience in one or more of the following areas; Water, wastewater, storm water, air quality permitting, Asbestos, Hazardous Waste, Hazardous Material Management, HAZCOM, Biomedical waste, Sustainability/Recycling, Electronic recycling.
AND
Demonstrated experience balancing complex technical issues and making independent, reasoned, and justifiable decisions in a timely manner to accomplish program objectives.

Preferred/Desired Qualifications:
• 40 Hour HAZWOPER certified
• Wastewater treatment plant operator 1 certification
• Certification in energy management
• US EPA AHERA Building Inspector certification
• FEMA ICS 100,700,800
• SEPA experience
