About the Position:    Under general direction of the Water Resources Director, the Environmental Services Supervisor is responsible for oversight of key responsibilities of the Storm and Surface Water, Environmental Services program. This position oversees long-term utility and integrated water resources planning, regional coordination, Municipal Stormwater Permit compliance, aquatic habitat protection and enhancement, habitat and water quality related public education, environmental monitoring, and stormwater facility inspections. This position serves as a member of the Water Resources Leadership Team.

Ideal Candidate Profile:   

  • Bring a strong set of core values around environmental protection and sustainability.

  • Knowledge of infrastructure and federal, state and local laws, policies and regulations regarding the management of storm and surface water in an urban setting. 

  • Technical knowledge and experience specific to aquatic habitats, receiving waters and water quality protection and improvement planning, aquatic permit process, and aquatic habitat enhancement and restoration.

  • Experience leading change and successfully working through complex technical and policy issues with senior staff, elected officials and community groups.

  • Ability to communicate complex technical and policy issues clearly and effectively to diverse audiences both verbally and in writing.

  • Ability to see the larger context and “big picture”, appreciate and consider different perspectives, and take a collaborative approach to addressing technical and policy issues.

  • Demonstrated commitment to mentoring and supporting staff.

  • Experience with municipal budget/finances.

 

EXAMPLES FUNCTIONS:
The essential functions of this position include but are not limited to:

  1. Serves as a member of the Water Resources leadership team and participates in the development and implementation of Line of Business and Department goals.
  2. Supervises a team of highly motivated professionals, serving as mentor, coach and facilitator.
  3. Directs the daily work of regular employees; plans, schedules, assigns and reviews work; approves absences and overtime; trains and provides technical assistance to staff; analyzes and resolves work problems; participates in personnel actions, including hiring, disciplinary action and performance evaluations.
  4. Prepares and presents reports and recommendations to City Leadership and elected officials, community groups, neighborhoods and various public agencies.
  5. Oversees implementation and ongoing development of an ambitious public education and outreach program, habitat restoration program planning, regional surface water planning including Phase II Municipal Stormwater compliance, chemical, physical and biological monitoring of urban streams, in-house and community technical assistance and stormwater facility inspections.
  6. Supports scientific innovation and applied research in the field of urban storm and surface water management.
  7. Participates on a multidisciplinary team of operation staff, engineers, and habitat specialists responsible for troubleshooting and resolving field problems.
  8. Develops and recommends annual work plan and budget, including contracted services; monitors and controls expenditures; oversees and coordinates special projects and contracted services; coordinates operations with other teams and personnel. 
  9. Ensures compliance with safety procedures and regulations; assists in planning and implementing safety and technical training programs; develops written procedures for maintenance activities; reviews safety concerns and suggestions.
  10. Tracks regulatory changes and keeps the Line of Business apprised of their implications.
  11. Provides continual and consistent interaction with employees, openly sharing expectations, successes and disappointments.
  12. Builds a culture of respect and effective communication with our community.
  13. Punctual, regular and reliable attendance is essential for successful job performance.
     

TYPICAL QUALIFICATIONS:
Knowledge/Skills/Abilities:

  1. Knowledge of current principles and practices relating to stormwater management infrastructure, operations and maintenance.
  2. Knowledge and experience implementing education and outreach activities, preferably with an emphasis on aquatic habitat and/or storm and surface water.
  3. Knowledge of applicable federal, state and local policies and regulations related to environmental and storm and surface water management.  These include but are not limited to the Western Washington Phase II Municipal Stormwater Permit, hydraulic project approvals, endangered species act consultation, salmon recovery actions, total maximum daily load plans and Clean Water Act 401 and 404 permits.
  4. Knowledge of the municipal budget process. Ability to monitor budgets, grant requirements and contracts.
  5. Knowledge and/or experience in protecting and enhancing aquatic habitat and implementing habitat stewardship efforts.
  6. Knowledge of the health and safety hazards and precautions associated with the work performed in this section.
  7. Skilled in oral and written communications, including the ability to make public or staff presentations.
  8. Skilled in human relations, negotiations and diplomacy.
  9. Ability to analyze problems and effective solutions, analyze complex issues and make timely decisions.
  10. Ability and experience supervising staff; proven ability to build an effective, service-oriented team comprised of professionals and volunteers.
  11. Ability to analyze and anticipate administrative, organizational and/or operational problems, adopt an effective course of action, and provide leadership to ensure positive results.
  12. Ability to interpret and apply policies, regulations and laws to complex environmental issues.
  13. Ability to monitor budgets, grant requirements and contracts.
  14. Ability to create innovative programs and projects in response to emerging program area issues.
  15. Ability to establish and maintain effective working relationships with diverse individuals and groups.
  16. Ability to direct, lead, motivate, influence and guide section staff towards mission and goals as a service-oriented team.
  17. Ability to communicate technical information clearly and concisely to a variety of audiences, including but not limited to section staff and management.

Experience/Education:

  1. Graduation from a four-year college or university with a degree in natural resources, planning, public administration or other applicable field required.  Completion of an accredited graduate level program in a related field is preferred.
  2. Five years progressively responsible experience in natural resources, planning, public administration or other applicable field required.
  3. Two or more years of supervisory experience preferred.
  4. Any combination of related education and experience may be considered that demonstrates the knowledge, skill and ability to perform the essential duties and responsibilities.


Special Requirements:

  1. Possession of a valid Washington State driver’s license is required.
