Duties

Our Hydraulic Project Approval Statewide Coordinator, 

Coordinates, develops, and implements Protection Division internal and external training, guidance development, and regional coordination.

           Tasks Include: 

  • Working with staff to develop and implement an effective and efficient information sharing and tracking system to support the goals and objectives of the Protection Division. 
  • Leading regional and headquarters staff regarding HPA guidance, document management, and other Protection Division related material and efforts. 
  • Revising and maintaining the HPA procedure manual and other tools for processing HPAs. 
  • Updating the HPA Manual as necessary to ensure accuracy and overseeing the maintenance of the HPA information on the agency SharePoint site or other document repository for HPA program related materials.

Habitat Program regulatory, technical and statewide policy development, implementation, and oversight.     

           Tasks Include:

  • Developing, implementing, and updating statewide policy direction and procedures for various Protection Division topics, such as a mitigation plan for hydraulic projects, biologist’s HPA processing guidance, and effective quality assurance/quality control measures.
  • Administering grants and contracts for a variety of Protection Division programs.
  • Reporting results to management and executives on a regular basis and recommending methods to accomplish improvements.
  • Reviewing regional general HPAs and provide edits to Regional Habitat Program Managers to ensure statewide consistency of the permits.

Participate in strategic planning around HPA program improvement and provide guidance and support on policy and planning to other planning and technical staff within the division, program, or agency.

WORKING CONDITIONS

  • Work Setting, including hazards: 
    1. Work is performed almost exclusively indoors in an office environment. 
    2. Must be able to sit/stand and work in an office environment, with much of the work being done in an office or classroom environment using a personal computer and telephone. 
    3. Ability to effectively make decisions in stressful situations, often involving internal or external conflicts. 
    4. Field trips are sometimes necessary to observe or develop program implementation.
  • Schedule: 
    1. Monday – Friday – 8:00 a.m. – 5:00 p.m., although some evening and weekend work is possible. 
  • Travel Requirements:
    1. Ability to travel is a requirement of the job.
    2. Most travel will be day trips to attend meetings located offsite, with some overnight travel away from duty station also necessary.
  • Tools and Equipment: 
    1. Duties require the use of standard office furniture and equipment (computer, printer, telephone, copy machine, etc.) and agency vehicles. 
    2. Must be skilled in use of word processors, spreadsheets, and relational databases. 
  • Customer Interactions:
    1. Ability to recognize issues with high likelihood to escalate if not resolved at an early stage, and to communicate those situations to appropriate decision-makers.

Qualifications

REQUIRED QUALIFICATIONS:

  • A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, fish resources, wildlife resources, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.  

           AND 

  • At least three (3) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.      

           OR

  • One year of experience as an Environmental Planner 3 or closely allied field.

           Please Note: A Master’s or Doctorate degree in these fields may substitute for 2  
           years of the required experience.

Certifications/Licenses: 

  • Must Maintain a Valid Driver’s License. 

PREFERRED QUALIFICATIONS: 

Experience in:

  1. The Hydraulic Project Approval (HPA) program, including statutes, rules, and policy guidance, and experience with HPA technical issues to effectively identify project impacts and potential mitigation measures for those impacts is preferred.
  2. The use of the web-based Aquatic Protection Permitting System (APPS) and the former Hydraulic Permit Management System (HPMS), the database applications for HPAs. 

Knowledge of 

  1. Fish and wildlife habitat and life history needs and requirements. 
  2. Impacts of construction projects on aquatic and riparian habitat and resources, and measures to mitigate those impacts.
  3. The requirements of other environmental permitting and review processes, such as the Growth Management Act, Shoreline Management Act, State Environmental Policy Act, etc.
