The Washington State Department of Natural Resources (DNR) is looking for a Policy Program Manager to lead a team of three to analyze and support Forest Practices in rulemaking, updates to the board manual and logistics. You will continually represent the agency when speaking to landowners, the general public and board members, and will have to be able to adapt to various audiences. Responsibilities:

  • Independently review and recommend guidance updates, working with public stakeholders.
  • Building a strong and positive rapport with Timber Fish and Wildlife stakeholders.
  • Representing the agency in a positive manner when interacting with the public.
  • Collaborating with forest practices foresters, fish and wildlife biologists, technical advisors, and interagency partners.
  • Coordinates with DNR staff, caucus representatives and outside entities in the development and drafting of rules.
  • Conduct research and analysis, preparation of reports, data, proposals, draft legislation and other documents originating from the DNR and other sources.
  • Lead a dynamic, engaged team of analysts and Forest Practices Board staff to efficiently and accurately update rules, guidance and provide support to the Forest Practices Board.
  • Accountable for and oversees the reporting requirements of the Forest Practices Habitat Conservation Plan between DNR and the federal services (US Fish and Wildlife Service and National Marine Fisheries Service).

Required Qualifications: 

  • A bachelor’s degree in natural resources or area of specialty closely related to natural resources management along with three or more years of professional experience in natural resource management or general forest management theory/practices.
  • Experience facilitating and negotiating with stakeholder groups that have various backgrounds and diverse perspectives.
  • At least 3 years experience in a leadership role or experience leading technical staff.
  • Experience with research, analysis and drafting of reports, proposals, legal papers, legislation and other documents for environmental review and proposed forest practices rules or legislation.
  • Familiar with forest practices statutes, rules, Board Manual sections and operational policies and guidance.
  • Highly effective communicator.

Desired Qualifications: 

  • Working knowledge of the Forest Practices Adaptive Management Program including the relationships between the Board, TFW Policy Committee and the Cooperative Monitoring Evaluation and Research Committee.
  • Experience preparing and presenting materials to various governmental entities including Board, County Commissioners or environmental review committees.
  • Field experience in forest roads and timber harvest unit planning including riparian buffers and harvest operations layout and the application and enforcement of forest practices rules.
