Climate and Health Environmental Justice (CHEJ) Consultant
This position operates at the intersection of climate change mitigation and adaptation, health equity, and environmental justice. The Climate and Health Section’s vision is that communities in Washington become healthier and more equitable as they transition to a zero-carbon economy and adapt to climate change.The Consultant plays a key role in bringing environmental justice principles to bear on how the Climate and Health Section pursues near-term strategic goals. Those goals are to:
• Protect communities most vulnerable to climate-sensitive impacts by developing information and tools that help focus resources in communities and populations that bear disproportionate risk;
• Integrate carbon reduction and climate resilience into community planning in ways that also advance heath equity;
• Build health system capacity to better identify climate-sensitive health risk factors, adopt early warning systems and protect populations through evidence-based preventive actions; and
• Increase climate and health literacy.
This position ensures that environmental and climate justice principles are incorporated into the Climate and Health Section’s strategies and activities as well as longer range public health policy, planning and prevention efforts. Many efforts will require collaboration with other divisions, offices, and programs, the Center for Public Affairs Community Relations & Equity Team, DOH’s Tribal Relations Director, external partners including other state agencies, Local Health Jurisdictions and local planning offices, and impacted communities. All projects will require collaboration and alignment with agency and enterprise-level efforts. The position will provide guidance to the Secretary of Environmental Public Health and the Office Director of Environmental Public Health Sciences, who serves as the agency representative to the State Energy and Efficiency Governing Council and other climate-related interagency bodies.
This position serves as an agency expert and consultant on climate related environmental justice policies and issues. This role includes direct community engagement and partnership building with communities; cross-sector and cross-governmental collaboration and coordination to leverage outreach and engagement efforts; and equity review of all major program decisions, guidance, resources, and materials. The CHEJ Consultant will partner closely with other members of the Climate and Health Section, other state agencies, federal agencies, and community partners. Engagement with overburdened communities is the primary goal of this work, but the CHE Consultant will also engage climate policy makers, state agencies, and environmental advocacy organizations.
This is a full-time permanent Management Analyst 4 (MA 4).
Safer Products for Washington Equity and Environmental Justice (EEJ) Consultant
The work of this position supports agency goals to reduce community exposure to environmental chemicals in order to protect and improve public health and plays a key role at the intersection of groundbreaking toxic chemical policy, health equity, and environmental justice.This position will be at the forefront of helping implement Safer Products for Washington (SPWA) program with a culturally effective, community-minded, pro-equity framework. The person in this position will collaborate with the SPWA team, including other Environmental Epidemiology and Toxicology staff and the Department of Ecology Hazardous Waste and Toxics Reduction Program (HWTR) to plan, develop, and implement community engagement in support of SPWA. This position will also maintain a connection with the Center for Public Affairs Community Relations and Equity Team and Department of Ecology’s Environmental Justice & Title VI Senior Advisor.
Reporting to the Environmental Epidemiology and Toxicology Section Manager, this position serves as an agency expert and lead member of the SPWA activities. This role includes direct community engagement and partnership building with communities; cross-sector and cross-governmental collaboration and coordination to leverage outreach and engagement efforts; and equity review of all major program decisions, guidance, resources, and materials.
The EEJ Consultant will partner closely with other members of the Environmental Epidemiology and Toxicology Section, Ecology’s HWTR, other state agencies, federal agencies, community partners, and community-based environmental advocacy organizations. Engagement with overburdened communities is the primary goal of this work, but this position may also engage with international manufacturers and industry stakeholders.
This is a full-time project Management Analyst 4 (MA 4) currently funded through June 30, 2021 with the potential for extension.
These positions support the Department of Health’s mission to protect and improve the health of people in Washington State and the mission of the Office of Environmental Public Health Sciences (OEPHS) to assure environmental public health programs and policies are based in sound science. The work of these positions support agency goals to increase health equity through engaging communities in policy, program, and resource decisions within the climate change and health section.
Note: The duty station for these positions is Tumwater, WA. Due to the COVID-19 pandemic, telework (mobile-work) is currently expected. When approved to return, the incumbent is expected to report to the duty station for work activities.

• Option 1: A bachelor’s degree or higher in public health, community health, social work, health communications, public administration, business administration, environmental sciences, or a related field; and two (2) or more years of experience leading, developing, or coordinating projects or programs that focus on community engagement, addressing health inequities, social justice, environmental justice, and/or working with historically marginalized groups.OR
• Option 2: Four (4) or more years of experience leading, developing, or coordinating projects or programs that focus on community engagement, addressing health inequities, social justice, environmental justice, and/or working with historically marginalized groups.
And
• Experience and commitment in the following:
o Planning health or environmental programs and projects including experience with assessment, planning, implementation, monitoring, and evaluation.
o Leading and managing multiple, complex projects at the same time.
o Addressing root causes of systemic inequities and social determinants of health.
o Integrating community voice, feedback, needs, and preferences into program plans, projects, and initiatives.
o Building partnerships and working collaboratively with others.
Note: Experience for the required and desired qualifications can be gained through formal professional employment, volunteer experience, lived experience or a combination.
Desired Qualifications
• Experience building new systems and processes to improve collaboration, coordination, quality improvement, and/or equity.
• Experience working on Climate Change or Climate and Health initiatives.
