Summary

 

The Environmental Health Specialist I (EHS I) is a professional position within the Environmental Health Division.  It is the entry level staff position in the EHS series.  The EHS I may be assigned to duties in any of the Environmental Health programs under the supervision of the Director of Environmental Health.
 
The Environmental Health Specialist II (EHS II) is a professional position within the Environmental Health Division.  It is the mid-level staff position in the EHS series.  The EHS II may be assigned to duties in any of the Environmental Health programs under the supervision of the Director of Environmental Health.
 
The Environmental Health Specialist III (EHS II) is a professional position within the Environmental Health Division.  It is the senior level staff position in the EHS series.  The EHS III may perform duties in all Environmental Health programs under the general supervision of the Director of Environmental Health. 

Work assignments may include development, implementation, physical inspection, enforcement, and public education of health and sanitary programs such as liquid waste, solid waste, food, water, epidemiology, vector control, and general sanitation.
 

 

Essential Duties

Duties will include but are not limited to; notification and outreach to individual property owners regarding on-site sewage system (OSS) operation and maintenance activities, segmented water quality sampling, parcel level evaluation of OSS, tracking and reporting findings, etc.

EHS I:

  1. Conducts site evaluations, plan reviews and final inspections of on-site sewage systems.
  2. Performs plan reviews of alternative on-site sewage systems.
  3. Conducts inspections of public food establishments.
  4. Performs plan review of new and/or remodeled food facilities.
  5. Conducts epidemiological investigations.
  6. Performs standard bacteriological water analyses under the supervision of the Lab Supervisor and/or Director of Environmental Health.
  7. Maintains laboratory quality control and preventative maintenance programs under the supervision of the Lab Supervisor and/or Director of Environmental Health.
  8. Develops and implements sanitary surveys and special projects.
  9. Performs design reviews of small water systems.
  10. Conducts inspections of solid waste sites.
  11. Reviews engineering plans and geohydrological reports of solid waste sites.
  12. Develops monitoring programs at solid waste sites.
  13. Develops procedures and performance standards and coordinates activities with other agencies.
  14. Investigate and remedy complaints.
  15. Required availability for emergency response.
  16. Also performs duties of EHS Technician.
  17. Assists in training other personnel.

EHS II:

Qualifications

MINIMUM QUALIFICATIONS – EHS I – 
1. Bachelor of Science degree in Environmental Health or related field.
2. Depending on primary program assignment, the appropriate program certification as required by state law must be obtained within two years of date of hire, an extension may be allowed if local testing is not reasonably available.

  • Washington State Inspector Certificate of Competency for On-site Sewage Disposal. [REQUIRED FOR EMPLOYEES ASSIGNED TO OSS PROGRAM]
  • Washington State Certificate of Competency for Solid Waste.  (Relevant certification recognized by the Washington State Department of Ecology)  [REQUIRED FOR EMPLOYEES ASSIGNED TO SOLID WASTE PROGRAM]
  • National Environmental Health Association (NEHA) Food Safety Professional Certificate (or equivalent) or “In-Training” status if additional work experience is required.[REQUIRED FOR EMPLOYEES ASSIGNED TO THE FOOD PROGRAM]
  • National Swimming Pool Foundation/NEHA Certified Pool-spa Inspector (CPI) or equivalent.*  [REQUIRED FOR EMPLOYEES ASSIGNED TO THE WATER RECREATIONAL PROGRAM]
*    Employees who obtain their Washington State Registered Sanitarian credential and/or their NEHA Registered Environmental Health Specialist/Registered Sanitarian credential or REHS/RS “In-Training” status within two years of date of hire may continue in their program areas without obtaining the individual certificates for the above noted programs.
3. Ability to work independently.
4. Ability to understand and implement specific and subjective work assignments and orders.
5. Skilled in reading and interpreting maps, blueprints, schematics and plans.
6. Knowledge of general office practices and procedures.
7. Ability to use math skills in computations.
8. Demonstrates the ability to work well with the public and co-workers.
9. Ability to communicate effectively, both orally and in writing.
10. Proficiency with Windows operating system-based personal computers, as well as, Windows based applications.
11. Physical ability to walk undeveloped terrain.
12. Ability to perform inspections with exposure to a variety of weather conditions.
13. A valid Washington State driver’s license.
14. Ability to obtain and maintain First Aid, CPR, and Defensive Driving certifications.

  • National Swimming Pool Foundation/NEHA Certified Pool-spa Inspector (CPI) or equivalent.[REQUIRED FOR EMPLOYEES ASSIGNED TO THE WATER RECREATIONAL PROGRAM]
*    Employees who maintain either their Washington State Registered Sanitarian credential and/or their NEHA Registered Environmental Health Specialist/Registered Sanitarian credential may continue in their program areas without obtaining the individual certificates for the above noted programs.

3. A minimum of two years of professional experience in Environmental Health including extensive public contact is required.  Field training with a local health jurisdiction may be substituted month for month up to a maximum of one year to meet this requirement.

  2. Washington State Registered Sanitarian and/or National environmental Health Association (NEHA) Registered Environmental Health Specialist/Registered Sanitarian and at least one of the following additional certificates of competency:
    • Washington State Inspector Certificate of Competency for On-site Sewage Disposal. [REQUIRED FOR EMPLOYEES ASSIGNED TO OSS PROGRAM]
    • Washington State Certificate of Competency for Solid Waste.  (Relevant certification recognized by the Washington State Department of Ecology)  [REQUIRED FOR EMPLOYEES ASSIGNED TO SOLID WASTE PROGRAM]
    • National Environmental Health Association (NEHA) Food Safety Professional Certificate. [REQUIRED FOR EMPLOYEES ASSIGNED TO THE FOOD PROGRAM]
    • National Swimming Pool Foundation/NEHA Certified Pool-spa Inspector (CPI). [REQUIRED FOR EMPLOYEES ASSIGNED TO THE WATER RECREATIONAL PROGRAM]
3.   A minimum of five years professional experience in Environmental Health requiring extensive public contact, including at least two (2) years at the EHS II level or equivalent.  A Master’s Degree in a related field may be substituted for two (2) years of the required experience.
