About the Role:  This position plays a pivotal role in implementing King County’s NPDES Municipal Stormwater Permit program, ensuring that new infrastructure from development prioritizes water quality protection. Collaborating with various agencies, contractors, and developers, you’ll ensure compliance with King County Surface Water Design Manual standards for water quality and flow control facilities. As part of a dedicated team comprising inspection staff, water quality planners, scientists, and engineers, responsibilities include conducting constructability reviews, inspecting facilities during construction, and managing the maintenance defect bond program within the Stormwater Services Asset Management Unit.

About the Team:  This Stormwater Services Asset Management Unit provides essential services to the Stormwater Services Section and focuses on restoring and preserving stormwater facility assets and reducing the impact of stormwater runoff on water quality and aquatic ecosystems. Being on this team requires innovative problem-solving and decision-making and provides you with opportunities for rewarding interactions with landowners, local, state and federal permit representatives, contractors, elected officials, and decision-makers.

Job Duties

What You Will Be Doing:

  • Coordinates plans and documents coming from Department of Local Services (DLS) Permitting. Setup projects and onboarding in asset management system.

  • Constructability Inspections and maintenance/defect (M&D) inspections in coordination with DLS Permitting and DLS Roads.

  • Manages maintenance defect inspection program, including writing letters to developers, bond defaults, and working with Prosecuting Attorney to prepare documents etc.

  • Coordination with representatives from partner agencies to achieve compliance with regulations.

 

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:   

  • Knowledge, understanding, and ability to use and/or apply the King County Surface Water Design Manual, King County Stormwater Pollution Control Manual, and King County Roads Standards.

  • Demonstrated ability to communicate technical information clearly and concisely, both in writing and orally, to colleagues, outside agencies, and the public.

  • Experience interpreting and complying with codes or regulations.

  • Experience reading and interpreting drainage plans and plat documents.

  • Experience inspecting stormwater infrastructure.

Supplemental Information

Working Conditions:

  • Remote and Onsite Work Details:
    Employees in this role work remotely from a home location, with onsite/field reporting requirements typically weekly. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department’s vision of Green Where We Work.  
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.  
  • Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. 
  • Union Representation: This position is represented by Teamsters Local 117. 
  • Necessary Special Requirements: 
    • Valid Washington State driver’s license or the ability to obtain one prior to starting work if selected for this position.
    • The final candidate will be required to successfully pass a pre-employment physical.
  • Physical Requirements:  
    This position requires the ability to work long hours outside conducting physical site inspections and evaluations, including in times of inclement weather conditions. There is often a need to walk on uneven terrain for extended periods of time. Must be able to carry 50 pounds of equipment unaided over rough terrain. Field conditions include brushy, forested environments; river, stream and wetland corridors; and slippery, uneven surfaces and adverse outdoor weather conditions. Work tasks also may include in-water situations involving wading and the use of rafts or canoes.
