The Energy Division (Energy) works to ensure Washington’s clean, affordable and just energy future.
 
The Management Analyst 4 works within the Energy Policy Office of the Energy Division, and is responsible for specific tasks that support Commerce’s role in rulemaking, legislative coordination, and policy development. This position provides management and oversight of rulemaking activities, legislative affairs, and advisory committee activities.

Duties

This role is especially for someone who has at least four years of experience conducting, research, and analyzing policies, laws, rules, or regulations. You’ll touch almost every facet in support of the agency’s energy policy development. The duties below are an example of how that will be done:

Coordinate energy office legislative activities
 

  • Serve as a consultant to management in the oversight of the energy division’s legislative agenda.
  • Coordinate division legislative affairs including bill analysis, monitoring of new bills, and coordination of legislative proposals.
  • Review and analyze bills to ensure division staff respond appropriately.
  • Coordinate division legislative activity with the director’s office and the agency legislative coordination team.
  • Participate in status and coordination meetings about bills and fiscal notes.
  • Prepare fiscal notes and bill analyses for approval by policy specialists.
  • Participate in legislative hearings, stakeholder meetings, and communications with elected officials.
  • Monitor legislation, hearings, and bill activity and provide management with analysis and recommendations. 

Coordinate energy office rulemaking activities.

  • Consult with management to ensure the successful and timely completion of rulemaking projects.
  • Develop draft responses during each stage of a rulemaking process from compiled informal and formal comments from stakeholders.
  • Coordinate and facilitate in rulemaking workshops and hearings.
  • Develop and publish communications documents concerning rulemaking activity, such as web page updates and tweets.
  • Coordinate division rulemaking affairs, including interacting with Policy Manager, Assistant Director, agency Legislative Director, other Divisions, and the Governor’s Office.
  • Conduct research and data collection for the division concerning rulemaking.
  • Review and edit draft and final rule text, explanatory statements, and other rulemaking documents.
  • Direct administrative staff in managing meeting logistics, such as venue scheduling and public notices.
  • Represent the division on agency and interagency groups relating to rulemaking process and activity.

Data management, analysis, and verification
 

  • Seve as a consultant to management in developing and tracking measurements of the division’s performance in relation to the division’s strategic plan, the state energy strategy, and the state’s energy and climate policies.
  • Prepare and present reports and data summaries.
  • Conduct policy analysis and research as directed.

Cross-agency collaboration and workgroup participation.

  • Participate in agency-wide project workgroup activities, including outcome measures, strategic breakthrough initiatives, and other opportunities that align with the duties of this position.
  • Provide regular updates to division management and staff on work of these cross-agency initiatives.

 

Qualifications

Required Qualifications: 
A Bachelor’s degree in energy, sustainability, business administration, public administration, law, public health, health administration, or a related field AND four years of experience conducting, research, and analyzing policies, laws, rules, or regulations
OR
Comparable combination of graduate education and experience.
 
Experience analyzing legislative activities in government or nonprofit agencies.
Experience writing and editing technical documents.
Experience using computer applications including Word, Excel, Outlook, and HTML.
Experience with statistical analysis, performance assessment, and outcome measurement.
Ability to independently determine and prioritize workload, meet reporting deadlines with high degree of accuracy.
Ability to travel that may include overnight stays and work days exceeding ten hours.

Preferred/Desired Qualifications:
Experience managing the analysis of legislative activities, coordinating the production of technical reports and other documents, and coordinating statistical analysis, performance assessment, and outcome measurement.
Experience managing others in the use of computer applications including Word, Excel, Outlook, and HTML.
Knowledge of energy and climate programs laws, regulations, and policies.

Work from Anywhere
This position may be located anywhere within Washington state though occasional travel to the Olympia office or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction while observing social distancing. Due to the COVID-19 pandemic, telework (mobile-work) is expected. When approved to return, the incumbent will work with their supervisor to identify an appropriate work schedule and balance, including telework and reporting to the Olympia, Washington duty station for work activities, if needed.
