The  Air Quality Program (AQP) within the Department of Ecology is looking to fill an Emissions Inventory Specialist (Environmental Specialist 3) position. This position is located in our Headquarters Office in Lacey, WA.

In this role you’llprovide a very important function in support of air quality modeling and identifying potential impacts from pollution emission sources. As the Emissions Inventory Specialist you willwork within a team to maintain, support and provide customer service for the Washington Emissions Inventory Reporting System (WEIRS). This involves data management, communication, training and troubleshooting with WEIRS users. Additionally, you’ll work with the team to develop emission submittals to the EPA Triennial National Emissions Inventory (NEI) and the Washington comprehensive emissions inventory.

The mission of the Air Quality Program (AQP) is to protect, preserve, and enhance the air quality of Washington to safeguard public health and the environment and support high quality of life. The federal Clean Air Act requires all states to have statewide operating permit programs for businesses and industries that are the largest sources of air pollution. An air operating permit contains all the permit requirements that apply to an air pollution source.

What makes this role unique?

This Emissions Inventory team position supports and maintains the major source emissions reporting process, assesses air emissions data, delivers on-line training and guidance for system users. This position conducts these critical functions in support of air quality modeling and identification of potential impacts from pollution emission sources.

What you’ll do:

  • Support Washington Emissions Inventory Reporting System users, delivering training and guidance as they enter and certify their air emissions data.
  • Maintain emissions inventories: Washington Point Source emissions annually, National triennial Emissions Inventory and AIRPACT emissions inventory.
  • Support Program analysis of proposed legislation, rule, policy or guidance.

Qualifications

Required Qualifications:

Option 1: A Bachelor’s degree involving a major study in environmental, physical, or one of the natural sciences, or environmental planning AND two years of professional level experience in environmental analysis or environmental planning.

Option 2: A Master’s degree involving a major study in environmental, physical, or one of the natural sciences, or environmental planning AND one year of professional level experience in environmental analysis or environmental planning.

Option 3: A Ph.D. involving a major study in environmental, physical, or one of the natural sciences, or environmental planning.

NOTE: For both a Master’s or a Ph.D., one year of combined air quality-related coursework and field work is required.

Option 4: One (1) year of experience as an Environmental Specialist 2, provided that a Bachelor’s degree in one of the above fields has been attained. NOTE: One (1) year of the required experience must include work in an air quality field.

In addition to what is listed above, applicants must have the following:

  • Demonstrated understanding of air quality pollutants and their sources, and experience with air quality emissions inventories and knowledge of regulations pertaining to them.
  • Demonstrated ability to handle large amounts of data efficiently; proficient with spreadsheet and database software packages.

Special Requirements/Conditions of Employment:

Possess and maintain a valid driver’s license.

Desired Qualifications:

  • Able to develop computer scripts to perform complex calculations, change data formats, and process large amounts of data. Take initiative to research issues, seek out and use tools (such as computer models) and other data sources, and initiate work projects.
  • Familiarity with statistical analysis of environmental data using a scriptable software package such as R, Igor Pro, MATLAB, or Python.
  • An understanding of Federal, State, and Local laws, regulations, rules, policy, and guidance that affect air quality management in Washington.
  • Demonstrated skill in writing and preparing presentations, and the ability to present technically complex information in a way that is understandable to the audience.
