Description

The  Financial Services within the Department of Ecology is looking to fill an Ecology Grants and Loans Analyst (Management Analyst 3) position. This position is located in our Headquarters Office in Lacey, WA.

If you enjoy being involved with a modern grant management system that provides environmental grants to local government, tribes, and non-profit organizations for environmental projects, then this position will be ideal for you.  You will be part of the team that coordinates with 12 environmental programs to develop and tests their grant/loan opportunities.  You will also be involved with updating configuration and testing of the grant software that is being upgraded to a new version.

Financial Services Mission:
 To manage the agency’s financial resources and support agency planning so that environmental goals and strategic priorities are met.

Tele-work options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. Duties

What makes this role unique? 

In this role, you will work with a wide variety of groups, software vendors, internal grant managers, end users and other interested parties, to assist with system navigation and problem solving. You will need to Test and document any defects on new grant opportunities created in Ecology Administration of Grants and Loans (EAGL). You will also gain an understanding and knowledge of how the system works, how to troubleshoot user errors or issues and find resolution.

What you will do:

  • Develop and deliver communication internally and externally regarding Ecology Administration of Grants (EAGL) and Loans system changes and enhancements.
  • Work closely with the EAGL team to troubleshoot, test and resolve system issues.
  • Collaborate with subject matter experts to develop communication and training materials.
  • Lead new grant/loan new application design meetings with environmental programs to ensure business and operational requirements are being met.
  • Provide phone and on-line direction and guidance for internal and external user’s questions, assigns roles in EAGL system, assists in user registration.

 

 

Qualifications

 

Required Qualifications:

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational, volunteer and lived-experience. See below for how you may qualify.

Seven (7) years of Experience and Education:

Experience conducting multi-dimensional research and analysis, formulating recommendations, and coordinating implementation and ongoing evaluation of programs and strategic and long-range planning activities.      

Education in business administration, public administration, health administration, law, environmental law, finance, economics, statistics, environmental management, environmental or public policy or a related field

All experience and education combinations that meet the requirements for this position:

Combination 2 30-59 semester or 45-89 quarter credits. 6 years of experience

Combination 5  A Bachelor’s Degree 3 years of experience
Combination 6  A Master’s Degree 2 years of experience

Desired Qualifications:

  • Two years of aggregate experience in any combination of the following areas:
    • Working with automated systems that include users from business and financial areas, and in coordination with information technology staff.
    • Working on a team that either developed requirements, or developed or implemented an automated system.
  • Demonstrated ability to communicate effectively, work collaboratively with, and present complex financial material, to all levels of managers and staff.
  • SharePoint experience to include uploading/downloading documents, creating document libraries and lists, and managing user permissions in lists, libraries and sites.
  • Demonstrated skills and ability to analyze an existing process, identify areas that need improvement, and develop new steps that will improve the efficiency and effectiveness of the process, i.e., “LEAN.”
  • Demonstrated knowledge of state and federal contracting and procurement laws, policies, and procedures.
  • Demonstrated knowledge of state accounting systems, state laws, policies, and procedures regarding fiscal and administrative issues, and federal laws impacting financial activities.
  • Ability to negotiate with and influence both internal and external customers and entities by using negotiation skills and/or effective oral and written communication skills, while maintaining a recognized level of trust, respect, and confidentiality.
