What you will do!

As DEQ’s Diversity, Equity and Inclusion Coordinator, you will be the primary advisor to the Director and agency leaders on DEQ’s diversity, equity and inclusion (DEI) work.  You also will help support DEQ’s newly-forming Diversity Council, which will drive equity work at DEQ. You will provide advice and guidance on  how DEQ supports and grows diversity, equity and inclusion in our workforce, and connect DEQ’s work in this area with corresponding efforts of our partners.

As the Diversity, Equity and Inclusion Coordinator you will work with state agencies, the federal Environmental Protection Agency Region 10, the Governor’s Office, other state agencies, Tribal nations, local governments, and communities to build relationships and understanding around DEI. This work can be complex and sometimes controversial. This position also represents DEQ on state and federal committees and workgroups, including the DEI Action Network of Oregon’s Department of Administrative Services, and works with agency human relations staff on the DEQ affirmative action plan.

Internally, you will ensure DEI frameworks are designed, implemented and evaluated in accordance with current state and federal guidelines and best practices. You will develop long-range strategic planning and policy recommendations on complex and sometimes controversial DEI issues. You will also provide strategic planning and policy recommendations to the Director and executive leadership, and consult with DEQ leadership and programs to ensure policies, plans and procedures foster inclusion and increase DEQ’s workforce diversity and cultural competency per the Affirmative Action Plan.

As the Diversity, Equity and Inclusion Coordinator, you will serve as the primary DEQ DEI subject matter expert in monitoring DEQ compliance with Federal Executive Order 11246 – Equal Employment Opportunity and State Executive Order 16-09 – Affirmative Action, Diversity & Inclusion. What are we looking for?

Minimum Qualifications: A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work OR any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Candidates who are most competitive will also reflect some of the following skills:

  • Advanced knowledge and understanding of the issues surrounding diversity, equity, inclusion, implicit bias, institutional racism, and other forms of systemic oppression.
  • Knowledge and understanding of trauma-informed practices that actively resist re-traumatization of individuals and communities.
  • Experience planning and leading complex projects, programs, and/or initiatives.
  • General knowledge of the principles, methods and standards of project management.
  • Extensive knowledge of advanced statistical methods and the application to organizational analysis.
  • Demonstrated communication skills (written, oral and presentation both ad-hoc and prepared), the ability and discretion to handle sensitive situations and the ability to make difficult, controversial decisions.
  • Considerable knowledge of diversity, inclusion, racial equity and social justice theory, principles, and practices.
  • Considerable knowledge of civil rights, disability rights, equal employment opportunity and other relevant laws, rules and regulations.
  • Direct experience with group dynamics, related facilitation skills and relevant public administration principles.
  • Knowledge of conflict resolution methods and techniques.
  • Ability to independently exercise discretion and provide consultation to managers, supervisors and employees on diversity issues, and the development of related strategies.
  • Skill to synthesize voluminous and diverse facts, opinions and materials into usable work plans.
  • Ability to correctly assess the political and institutional environment in which decisions are made and implemented.
  • Skill to identify measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.

Working Conditions:

Most work is performed in a professional office setting with multiple demands on time.  Must be able to prioritize workload to meet changing priorities, often-complicated assignments, and tight deadlines that may require non-traditional work hours.  This position has in-person or telephone contact with internal and external individuals as the agency navigates culture change who may be frustrated, hostile, or angry requiring good judgment and ability to communicate clearly and effectively in stressful situations. Must be willing to learn new technologies as they are introduced into the workplace.

Occasional statewide travel required to Salem and other areas to attend meetings, trainings, etc.  Inter-state travel may also be necessary to attend or present at national events. Should you choose to drive a motor vehicle you must have a valid driver license. If not, you must have an alternate method of transportation. Compliance with ORS 807.020 (1) is required. It is required that drivers of state-owned vehicles complete a defensive driving safety class every two years.
