Bachelor’s Degree (foreign equivalent or higher). Seven (7) years of full-time directly related experience in utilities. Prior management and supervision experience. Must have, keep and maintain the appropriate valid NYS Driver’s License; have a motor vehicle record which is free from major violations or a pattern of repeat violations. Preferred Qualifications:
Bachelor’s Degree (foreign equivalent or higher) in Engineering, Architecture, Business, or a related field. Three (3) years of experience in the operation and management of heating and cooling plants. Experience supervising personnel in a union environment. Experience working in a large academic setting or similar facility.

Brief Description of Duties:
The Director of Utilities and Energy Management/Sustainability is responsible for the daily operation of East and West Heating and Cooling Plants, Campus Utilities, High Voltage, Energy Management/Sustainability, HVAC and Electric Trades. The Director will recommend and oversee conservation efforts; utility coordination and monitoring; project management; and environmental compliance within areas of responsibility. The Director will oversee the management of approximately 93 staff members in multiple unions (UUP, CSEA, PEF.) The Director is also responsible for the administration of the operating budgets in excess of $8 million and utility consumption budgets exceeding $54 million.

Duties:

  • Meets with HVAC, Power Plant, High Voltage, Electric, and Energy Management/Sustainability managers to review activities and provide direction on meeting the departmental and division objectives. Oversees expenditures in other functions in his/her area of responsibility. Coordinates with other divisions of the department in creating a unified public image and the most efficient provision of services. Responsible for emergency response and coordination in critical situations.
  • East and West Heating and Cooling Plants: Direct the daily operations for both the East and West Power Plants, including the new East Plant chiller building and High Voltage switching station and West Plant chiller and switchgear addition. Reviews work assignments, maintenance schedules, service programs, procedures, and practices and make improvements as needed; develops and directs preventive maintenance programs, procedures and policies. Request and oversee capital projects.
  • HVAC: Direct the day-to-day operations. Reviews work assignments, maintenance schedules, service programs, procedures, and practices and make improvements as needed; develops and directs preventive maintenance programs, procedures and policies.
  • Utilities – High Voltage Shop: Direct the daily operation and maintenance of the East and West Campus 69KV sub-stations 10A, new sub-station 10B with all associated systems, campus emergency generators, and the campus natural gas system. Reviews work assignments, including electrical shutdowns; maintenance schedules, service programs, procedures, and practices, and make improvements as needed. Administer procedures and policies and oversee capital projects.
  • Electric Shop: Direct the day-to-day operations of the electrical shop and street lighting. Review work assignments, maintenance schedules, service programs, procedures, and practices and make improvements as needed. Develop and direct preventive maintenance programs, procedures, and policies. Direct work order flow, making sure work orders are completed in an efficient, timely manner.
  • Directs the collection and verification of all utility data, and meets regularly with the campus budget office. Acts as liaison between cogeneration plant operator, regional utility providers, and energy performance contractor.
  • Prepares and prioritizes recommendations for maintenance and repair projects which includes; evaluating building structural/mechanical/electrical systems for deficiencies and improvements. Prepares special reports for the Assistant Vice President involving all areas of Physical Plant management, including, High Voltage, Electric, HVAC, and Energy Management/Sustainability responsibilities and furnishes reports as necessary. Direct surveys and studies and makes recommendations on specific operations, including energy conservation.
  • Direct Stony Brook University’s Department of Sustainability/Energy Management to work as a proponent for positive change by partnering with the university community to help develop a sustainable culture. The office serves as a resource for best practices of a sustainable solution that looks to increase operating efficiencies, promote environmental awareness, and conserve resources. Focusing on advocacy, policy development, reporting, and communications, the Office of Sustainability utilizes a multifaceted approach to increase the University’s sustainability programs, such as directing efforts to enhance environmental stewardship practices, and campaigns and projects such as; Earthshock, Sustainability Task Force, EcoLeaders, SBU Bike Share, etc.
  • Direct benchmark sustainable businesses, facility, and vehicular best practices, and implement such practices as dependent on financial support. Responsible for increasing the University’s sustainability program by directing efforts to enhance environmental stewardship practices, campaigns and projects; creating reports, reviewing statistical practices, contacting SUNY and private Universities, etc. Additionally, develop policies for the sustainability department, including the internal policies on hiring student assistants.
  • Develop, implement and enhance best practices for sustainable solutions that look to increase operational efficiencies, promote environmental awareness, and conserve resources. Direct the timely completion and submission of all Executive Orders and utility data.
  • Direct and review the timely completion and submission of required reports for: The American College & University Presidents Climate Commitment (ACUPCC) Program, which includes the implementation profile, tangible actions, Greenhouse Gas Inventory Reports, Climate Action Plans, and Progress Reports; EPA’s Diesel Emission Reduction Act (DERA); Executive Order #4 – maintaining a Green Procurement and Agency Sustainability Program; Executive Order #88 – works with the SBU Office of Energy Management to reduce energy consumption by 20%; and manage and/or communicate sustainability initiatives generating positive publicity for Stony Brook University with the Association for the Advancement of Sustainability in Higher Education (AASHE). Direct the efforts for Tree Campus USA to ensure Stony Brook University meets the five standards developed to promote healthy trees and student involvement.
  • Ensure the University’s Bike Share Program is meeting the biking needs of the University. Research, develop and implement efficient operational improvements to the bike share program in order to increase ridership and customer satisfaction.
  • Acts as liaison with the Department of Environmental, Health & Safety to ensure Facilities Operations compliance with NYSDEC and USEPA mandates as they relate to power plant operations and NYS Department of Labor required safety training.
  • Assess manpower needs and capabilities, and implement changes as needed, revise job descriptions and performance evaluations, screen and interview job applicants, and select new employees. As necessary, serves as Physical Plant management representative at grievances. Counsels supervisory and management personnel on all matters related to collective bargaining agreements and refers questions for specific contract interpretation to the Assistant Vice President of Facilities & Services.
  • Assists the AVP of Facilities & Services in developing and revising policies pertaining to the provision of services, e.g., priorities, scheduling, nature of service provided, degree to which service is provided, evaluates the effectiveness of services provided, and performs inspections of work in progress and upon completion. Attends meetings with members of the University staff and faculty as required to review the operations and supports the department, the University, and the academic mission.
  • Reviews and approves purchase requisitions based on need and oversees all expenditures under areas of responsibility. Prepares scope of work/specifications for competitive bids and evaluates contractor proposals prior to award by Procurement. Participates in negotiations for contracted maintenance services, monitors contractors’ work performance and approves invoices for payment. Assists the Assistant Vice President of Facilities and Services and the Director of Business Management in preparing operational and project budgets, and manages the same for designated departments.
  • Other duties or projects as assigned as appropriate to rank and departmental mission.
