To allow for growth and salary progression the full salary range is: $90,298-$110,861 Annually

Work for Commissioner of Public Lands Hilary Franz and the Department of Natural Resources (DNR) to assist the Commissioner, Director of Tribal Relations, the Executive Committee, and the Agency at large with issues related directly to cultural resource concerns. Excellent verbal and written communication skills, an analytical mindset, project management experience, and systems thinking are highly desirable. Experience with Tribal Relations and Tribal Government/policy and plan development is strongly preferred.

The person in this position will share our vision that builds and strengthens Tribal relations with the Department of Natural Resources and upholds our Government-to-government obligations. As the Cultural Resources Specialist, you will be working at the intersection of many competing interests and will hold accountability to the Director of Tribal Relations.

The Tribal Relations team at DNR supports Commissioner Franz by advancing solutions to complex challenges.

 

Duties

Responsibilities:
As the Cultural Resources Specialist the Tribal Relations team will entrust you to:  

  • Manage Cultural Resources
  • Be proficient in Tribal Relations/Government practices and Tribal Cultural Resources policy development.
  • Bring creative thinking to
  • Leading and facilitating complex discussions, building coalitions, and working with diverse and competing interest groups to develop solutions and resolve conflicts surrounding high-profile issues.
  • Provide internal and external communications to accomplish.
  • Work with programs to identify information required for Tribal Cultural Resources development.
  • Coordinate, and support work groups on subjects of agency-wide strategic importance.
  • Conduct research on the environmental, economic, social, and political impacts of legislation.
  • Provide support across agency divisions, working groups, and executive leadership on diversity, equity, inclusion, environmental justice, and Tribal consultation priorities.

 

Qualifications

Required Qualifications: 

  • Bachelor’s Degree AND a minimum of 2 years of relevant experience working directly with Tribal communities, and environmental justice.
    OR any combination of education and/or experience that clearly demonstrates the ability.
  • Demonstrated experience successfully working alongside and building relationships
    with urban and rural WA Tribes, Tribal organizations, business and private industry
    partners.
  • Experience working for a Tribal elected official, non-Tribal elected official, or other high­ level executive.
  • Demonstrated history of designing programs to advance racial equity and justice
    across programs and organizations.
  • Demonstrated experience successfully moving a high-priority, high-profile project
    involving multiple, competing interests from start to completion.
  • Ability to directly support scientific and program staff at DNR in meeting HEAL Act goals.
  • Demonstrated experience successfully working alongside, building, and managing
    relationships with Tribes, and internal and external stakeholders, including business and
    private industry.
  • Understanding of terrestrial and marine tribal resources.
  • Understanding of land management.
  • Understanding of archeological and cultural resource sensitivity.

Special Requirements and Conditions of Employment:
  • Some overnight travel is required.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function.
