Northeast Region Service Forestry is searching for a Cost Share Administrator (Data Consultant 1) to assist the region’s Cost Share Program. The incumbent we are looking for is a proven team player, self-motivated, detail-oriented, has geospatial and tabular data organization, and displays an effective form of communication to deliver program goals to coworkers and partners.

The Cost Share Administrator position reports directly to the region’s Cost Share Specialist. This position coordinates with the region’s Service Forestry District Manager, Program Specialists, and Service Foresters regarding data management, financial assistance, and administration of projects related to forest health and fuel reduction treatments. This includes providing support to the Cost Share Program’s GIS data management, project tracking, and historic data quality control. This position also develops and prepares narrative reports for grants and other activities across the Northeast Region for higher-level data managers by computing and comparing data.

This position supports Northeast Region Service Forestry by providing innovative technical program support and expertise regarding stewardship information, hazardous fuels reduction, forest health improvement, and wildfire data management using the advanced knowledge and skills of an experienced practitioner. This position inputs or ensures various information relating to projects and interactions with landowners is entered into program databases to allow information sharing among DNR staff, stakeholders, and the public.

 

Duties

Responsibilities:
Cost Share Program Administration

  • Review submitted cost share documentation for accuracy, completeness, eligibility to program requirements, and applicability with available funding.
  • Approve funding allocations and process payment requests for project treatment activities, based on program guidelines and appropriate funding sources.
  • Provide notification of funding approval by preparing letters for mailing to landowners and including the project’s forester in the notice.
  • Serve as lead for receiving, tracking, and maintaining comprehensive project documentation within a standardized records retention system.
  • Work with field staff and management to develop plans for spending out program funding sources in a way that meets deadlines and deliverable objectives.
Project Tracking and Reporting
  • Track projects through the funding lifecycle, maintain records of project status and verify the intention of expired projects with field staff.
  • Ensure database integrity by verifying project records are accurate in Forest Health Tracker data sources, based on documentation submitted by foresters, landowners, and contractors.
  • Utilize ArcGIS Online (AGOL) to input, edit, and maintain spatial records for real-time data linkage into the Forest Health Tracker.  
  • Extract and compile data from multiple systems, such as FHT, spreadsheets, AGOL, and other sources, to facilitate accomplishment reporting in collaboration with Service Forestry staff needs.
  • Perform data research analysis on program performance to determine service trends and gaps.

 

Qualifications

Required Qualifications: 

  • Associate degree in Natural resources or business services AND one year of experience in statistics, analysis, or research;
    OR an equivalent amount of education and/or experience.
  • Two years of office experience involving customer service.
  • Experience with:
    • Data analysis (numerical and descriptive)
    • Interpreting and explaining complex processes and requirements to the public.
    • Using and tracking multiple data sets provided by multiple parties.
    • Managing multiple deadlines and prioritizing deadlines to meet mandated timeframes.
  • Demonstrated commitment to fostering and supporting an environment that honors diversity, equity, inclusion, and environmental justice practices.
  • Perform assigned duties in a manner consistent with applicable laws, regulations, and public records retention and requests are followed.
  • Effective oral and written communications and can convey messages clearly and persuasively.
  • Organizational management – has a strong understanding and ability to organize efficiently and the ability to develop or use systems for tracking the implementation and accomplishments of several complex projects.
  • Proficient with computers, Microsoft Office applications, and SharePoint.

Special Requirements and Conditions of Employment:
  • The position’s assigned duty station is the Northeast Region Office in Colville. Occasionally (up to 5% of the time), may work with Service Foresters in the field to better serve the public. This requires driving a state vehicle to remote locations to meet field staff to look at landowner’s project areas. Also, driving a state vehicle may be necessary to attend program training sessions.
  • Requires very little travel except for identified trainings or meetings.
Desired Qualifications:
  • A Bachelor’s degree in natural resource or business studies and two years of technical experience in land management.
  • Knowledge of Washington State Forest Practices rules; Forest Practices Board Manual guidance; and DNR Forest Practices policies, procedures, and practices.
  • Knowledge of DNR technical assistance programs (Service Forestry) and small forest landowner office (SFLO) programs.
  • One year of experience reading and interpreting legal descriptions and maps, topography, water types, aerial photos, and maps.
