Salary– $80,064.00 – $105,060.00 Annually

Duties

Our Consulting and Project Management Team Supervisor,

  • Leads a team of project managers to coordinate, document, manage and complete projects for ITS
  • Supervise team who may assists or acts as secondary project manager with other project managers on medium to large projects. 
  • Owner of Consulting Team processes and incorporating project management frameworks in the determination of project requirements using DFW Enterprise Architecture Framework considerations. 
  • Produces analytic and status reports.
  • Delivers project presentations to business leaders and stakeholders.
  • Creates and manages project artifacts such as charters, communication plans, test plans, deployment plans, work breakdown structures, investment plans, issue logs, risk logs, tractability matrix, and other project reports as needed.
  • Leads a team of project managers to select appropriate requirement and testing methodologies. 
  • Supervises a team of project managers and ensures that through a repeatable process, verifies that requirements are of high quality, accurate and are signed off by customers.
  • Leads and/or participates as appropriate in quality assurance and user acceptance testing for assigned projects. Develops effective test plans based on project needs.
  • Able to work with customer to sell IT Service offerings and set reasonable expectations for service delivery.
  • Able to confidently and persuasively present information both formally and informally to staff, supervisors, and executive management.
  • Able to maintain customer enthusiasm while interpreting and simplifying their needs into to manageable/executable expectations.
  • Able to think strategically and steer the conversation with customers away from common objection points towards productive and continuous process improvement.
  • Ability to demo a product/solution to create comfort and value for the customer through frequent socialization to minimize the impacts of change management.
  • Gain commitment from customers by appropriately escalating areas of added value to decision makers.
  • Self-motivated and naturally curious to solve problems and propose a better way to do things.
  • Knowledge and familiarity with IT service offerings, rules/regulations governing solution opportunities, and ITS organization and team structure.
  • Collaborate with staff across organization(s) to ensure work is aligned with the Department’s strategic plan. 
  • Connects with customer by being empathetic to their needs and uses interpersonal skills and charisma to create enthusiasm about pursuing a solution.
  • Able to employ a sense of leadership to inspire customer to pursue recommended changes.
  • Serves as a business and requirements senior analyst for projects managed out of ITS.
  • Works with customers to obtain and document all business and technical requirements.
  • Facilitates and leads business and technical requirements gathering sessions.  Conducts effective one-on-one needs assessment interviews. 
  • Identifies business problems and determines scope.  Leads business process re-engineering activities.
  • Documents current business process and makes recommendation on modifications to these processes to meet end user requirements. 
  • Facilitate a collaborative environment for knowledge sharing and improvement/evolution of the application development process.

WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Duties are performed in an office setting.
    • This position requires extensive computer use.
  • Schedule:
    • Duties are typically performed in an office setting from 8:00 am to 5:00 pm Monday through Friday.
    • A varied schedule may be required including working Saturday or Sunday and overtime during peak periods, system implementations, maintenance, and outages.
  • Travel Requirements:
    • Some travel may be required throughout the State to attend training, meetings, and conferences.
  • Tools and Equipment:
    • Laptop Computer.
  • Customer Interactions:
    • Other agency staff.

REQUIRED QUALIFICATIONS:

Closely related qualifying experience may be substituted for the required education on a year-by-year basis.

  • Eight (8) years of Information Technology experience such as consulting, analyzing, designing, marketing, programming, installing and/or maintaining computer software applications, hardware, telecommunications, network infrastructure equipment, directing projects, providing customer or technical support in information technology or enterprise solution architecture.

Or
 

  • Possession of a Bachelor’s Degree from a four-year accredited college or university with major coursework in Computer Science, Information Technology, Marketing, Economics, Business Management

And

  • Four (4) years of Information Technology experience such as consulting, analyzing, designing, marketing, programming, installing and/or maintaining computer software applications, hardware, telecommunications, network infrastructure equipment, directing projects, providing customer or technical support in information technology or enterprise solution architecture.

In addition to the above:

  • Four (4) years of experience managing IT projects using proven project management processes, tools, and techniques or equivalent education and/or experience(s).   (Can be gained concurrently with the requirements above.)
  • Two (2) or more years of experience supervising one (1) or more staff in technical IT positions involving technical service delivery.

PREFERRED QUALIFICATIONS: 
Project Management Certification(s) such as: 

  • Project Management Professional (PMP).
  • Program Management Professional (PgMP).
  • Portfolio Management Professional (PfMP).
  • CompTIA Project +.

Experience in:

  • Presenting project artifacts verbally, written, formal, informal, official, vertical, and internal.

Ability to:

  • Undergo a background check, which will include fingerprinting.

Knowledge of:

  • Software development methodologies and life cycle.
  • Project management functions such as planning, scope development, schedule management, resource management, budget management, communications management, risk management, change management and incident management.
  • Project management best practices. 
  • Business analysis best practices. 
  • Principles and practices of product effective project documentation including business functions, desk manuals, and configuration documentation. 
  • Structured process improvement framework methodologies such as LEAN and ITIL.
  • Methods of developing business process specifications; procedures and methods for testing business functions for technology solutions. 
  • Current trends in information technology software, business systems, hardware, networks, and communications.
