Product Sales and Leasing Division is seeking a qualified leader, who is a self-motivated problem solver. A seasoned professional with program manager experience. As such, this person would be leading and overseeing the statewide Communications Site Program, which includes more than 400 Leases at 100 sites, generating an annual revenue of around $5.5 million.

This position develops and carries out strategies that maximize revenue on state-managed trust lands while providing long-term sustainability. This position works in an innovative and diverse environment while influencing and managing critical communications infrastructure across Washington State.

You will perform complex management duties with high values and sensitive issues, including negotiating complex leases and ensuring compliance with leases, easements, laws, rules, and policies. You will establish and maintain working relationships both internal and external to the program, including stakeholders such as neighboring landowners, lessees, tribes, regulators, and interested government agencies. Your leadership will be key to maintaining a safety-conscious environment in regard to infrastructure at communication sites, which includes towers, buildings, and access roads. Your strong leadership qualities will be critical to ensure the financial aspects of payments, late payments, and non-payments are handled in a fair and professional manner.

You will provide supervision to two full-time staff responsible for the leasing program on the west side of the state and foster program consistency regarding procedures, practices, and documents to the remaining regions in the state.

 

Duties

Responsibilities:

  • Work with the Leasing and Business Management Assistant Division Manager to develop statewide deliverables for the communications leasing program in biennium budget planning.
  • Identifying program budgetary needs and statewide spending priorities.
  • Administering program budget, including statewide capital infrastructure budget expenditures.
  • Identify training needs and develop a statewide training program.
  • Set goals and performance expectations for program staff.
  • Represent the program on agency and external committees.
  • Maintain statewide maintenance plan while keeping supervisor aware of ongoing maintenance needs.

 

Qualifications

Required Qualifications: 

  • Bachelor’s degree in a field relevant to the position, including business, law, or natural resources, AND four years of professional work experience working with lease management, communications sites, natural resource management, or program management.
    OR a Master’s degree with a major study relevant to the duties of the position AND two years of professional work experience working with lease management, communications sites, natural resource management, or program management.
    OR a Ph.D. degree with a major study relevant to the duties of the position.
    OR a combination of equivalent experience and/or education.

Special Requirements and Conditions of Employment:
  • Office and field, common hazards of lands managed for natural resources, hazards related to microwaves and other telecommunications equipment.
  • Will travel statewide as necessary to consult with Region staff, or serve as a back-up for Westside leasing managers.
  • A valid unrestricted driver’s license and have two years of driving experience. This position requires driving as an essential function.
