Description
Keeping Washington Clean and Evergreen
The Air Quality Program (AQP) within the Department of Ecology is looking to fill a Climate Budget Analyst (Budget Analyst 4) (In-Training) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
 
As the Climate Budget Analyst, you will be responsible for budget and finance activities for high-priority climate programs within the Air Quality Program – including the Climate Commitment Act, the Clean Fuel Standard Program, and the Hydrofluorocarbon Refrigerant Management Program. If you are passionate about policy initiatives affecting climate and air quality in Washington state, inquisitive and curious when addressing complex issues, and understand and appreciate state budgeting and the complexity of state fiscal issues, you will be a great fit for this role!
 
Note: This position offers a career path and on-the-job training. This position allows you to progress through the Budget Analyst field and achieve the goal class of a Budget Analyst 4. Candidates will be considered at the Budget Analyst 2, 3 or 4 levels, depending on their qualifications. For salary levels for each, please see the Qualifications section.

Duties
What you will do as the Climate Budget Analyst:
Assist in the development and maintenance of financial tools to track and analyze program budgets, allotments, and program detail plans for climate accounts. Provide budgetary recommendations in support of program management decisions.

Develop complex expenditure forecasts, spending plans, tracking tools, and assist in developing detailed program financial allotments.

Analyze and report large amounts of fiscal data using a variety of statewide financial reporting tools.
Prepare monthly status reports, complete analysis, and present to the Climate Accounts Budget Administrator, the Air Quality Budget Manager, and Program leadership team on financial status and progress in executing program spending plans.

Serve as the budget lead for Air Quality Program climate fee-supported programs, setting fee levels appropriate and according to the workload model.

Be an integral part of creating the required annual legislative report concerning distribution of Climate Commitment Act auction proceeds.

Qualifications
The goal class for this position is Budget Analyst 4 (BA4). We will also consider applicants who meet the requirements for the BA2 and BA3 levels. If the finalist meets the requirements for the BA2 or BA3 level, they will be hired in at that level and placed into a training program to become a BA4 within a specified period of time.

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
At the Budget Analyst 2 level: Salary Range 50 ($4,117-$5,399 monthly) (in-training).
A total of seven years of experience and/or education as described below:

  • Professional experience in: budget, finance, accounting or related field.
  • Education involving: major study in business, finance, public administration, accounting, economics, or related field.

At the Budget Analyst 3 level: Salary Range 54 ($4,541-$5,960 monthly) (in-training).
A total of eight years of experience and/or education as described below:
