The Oregon Department of Environmental Quality (DEQ) currently has a full-time opportunity for a Clean Vehicle Rebate Coordinator (Program Analyst 3) in Portland, Oregon.

DEQ has a centralized policy and planning component and regional offices to accomplish its mission. There are 3 regions (Northwest, Western, and Eastern). The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public. What you will do!

As the Clean Vehicle Rebate Coordinator, you will direct project work on the Oregon Clean Vehicle Rebate Program (ORVRP) and oversee its implementation. Additionally, you will develop program standards, oversee DEQ’s contractor in the development and implementation of the rebate program, evaluate contractor work product for compliance with contract standards, and perform contract standards development and amendments, as needed. You will become proficient in the technical aspects of clean car technology, contract standards development, and reporting on program performance. You will also assist other air quality planners in responding to legislative and media inquiries, and developing and proposing program improvements for management consideration.

What are we looking for?

Minimum Qualifications: Bachelor’s degree in Public Administration, Behavioral or Social Sciences, or a degree related to the knowledge and skill of the agency program, AND 4 years of experience coordinating or administering a program; OR Any combination of experience or education equivalent to seven (7) years of experience coordinating or administering a program in Permitting or Environmental Quality.

Candidates who are most competitive will also reflect the following:

  • Experience in providing technical assistance to industry, public, and governmental agencies on environmental laws, procedures, and issues.
  • Excellent verbal and written communication skills, organizational skills, and time management skills, with an ability to pay attention to detail and an ability to work under tight deadlines with shifting priorities.
  • Project management experience, including development, implementation, and evaluation.
  • Proven experience with process improvement and change management.
  • Ability to build collaborative partnerships with advisory committees and a wide variety of stakeholders.
  • Ability to interpret and implement federal, state, and local regulations and guidance, and communicate complex technical information to laypeople.
  • Ability to adapt knowledge and skills across a broad range of circumstances.
  • Capability to use individual initiative and judgment in interpreting agency policy, developing communications strategies and plans, and responding to emergency needs.
  • Effective presentation skills and the ability to match presentation style to the needs of individual audiences.
  • Experience developing program performance metrics.
  • Experience with contract and contractor oversight, management, and auditing.
  • Experience with Zero-Emission Vehicles, their technology, the current vehicles available.
  • Experience with Environmental Justice, in concept and/or in practice.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, and Outlook).
  • Proficiency and demonstrated expertise in the use of R for statistical computing.

Working Conditions:

Some overnight in-state and out-of-state travel may be required. A valid driver’s license is required.
