Manage the Clean Energy Grants Section:

  • Represent the Clean Energy Grants section, the EPIC unit, and the agency at local, state, regional and national meetings, including legislative work sessions as the recognized subject matter expert.
  • Leads the guidance and consultation to staff, other agency programs, executive management, and external stakeholders and partners.
  • Oversee the administration and implementation of 12 distinct competitive grant programs and solicitations running on concurrent timelines including, but not limited to, stakeholder engagement, incorporating legislative intent and proviso requirements, managing complex funding sources, ensuring policies and procedures are followed, and approving program guidelines.
  • Lead the development of administrative procedures and allocate staff resources. Determine and assess organizational goals and adjust resource levels associated with mandatory requirements.
  • Oversee the design and facilitation of the application review and rating processes. Responsible for making the final funding recommendations to Energy Division leadership for all of the capital clean energy grant programs.
  • Provide oversight of the programs contract development (150-200 active contracts, representing $150M), negotiation and execution processes.  Leads the team responsible for ensuring appropriate terms and conditions, scope of work, certifications, and other documents are identified to mitigate risk to the agency and comply with state and federal laws, agency requirements, and program policies.
  • Statewide subject matter expert leading a team who provides complex technical assistance to nonprofits, local governments, small businesses, and Tribes. Oversee technical assistance and outreach efforts to support potential applicants and effectively market the programs and their resources.
  • Evaluate programs effectiveness and alignment with state clean energy policy goals. Collect, analyze, and report program performance data on a quarterly basis. Ensure data for the section is reported accurately and timely. Develop executive reports and summaries for leadership as requested.

Budget and Fiscal Management:

  • Manage the $60M biennial budgets and re-appropriations for the Clean Energy Fund and Energy Retrofits for Public Buildings programs, track spending, and regularly monitor project fund balances. Oversee a contract portfolio of approximately 150-200 multi-year contracts, ensuring all best practices and contract procedures and policies are followed.
  • Assist the unit Managing Director and Budget Manager in the development of biennial budgets and allotments, assist in the re-appropriation process, and manage spending projections.
  • Develop systems for contractor authority, invoicing, reasonableness, approval, and processing. Establish fiscal process and resources for staff in accordance with agency and state policies, rules, and regulations.
  • Provide fiscal information and assistance for unit, division, and agency budget and financial meetings.  Respond to fiscal information requests from the Office of the Governor, the Legislature, OFM, and Commerce Executive Management.

Legislative Activities:

  • Prepare decision packages and draft legislation to implement Clean Energy Grant capital programs and promote state policy objectives.
  • Identify legislative initiatives that will affect the Clean Energy Grant capital programs and its stakeholders. Track capital budget throughout the legislative process, prepare analysis on draft budget bills and document issues/concerns for management review.
  • Oversee the preparation of legislatively mandated reports as required under Capital Programs.

Leadership:

  • Lead coach and mentor a team of eight professional staff, and oversee all work performed for the Clean Energy Fund, Energy Retrofits for Public Buildings, and State Energy Program, and all direct appropriations; delegate workload responsibilities, priorities, and assignments to staff.
  • Evaluate staff performance and address concerns as necessary.  Address and resolve conflicts between staff as they occur. Recommend corrective or disciplinary action to the Managing Director.
  • Oversee support staff professional development goals and growth opportunities.  Work with staff to determine training needs.
  • Develop and support the culture of the section and the EPIC unit recognizing the need to consider culture in a continuous and deliberate way.

Managing Director Support:

  • Support the Managing Director with unit and division level operational and special projects.
  • Assist the Managing Director with agency and executive leadership team assignments and tasks.
  • Act on behalf of the Managing Director by attending meetings and providing leadership and oversight to the unit.
  • Represent the Managing Director, the unit and associated programs in internal and external meetings, workgroups, taskforces, as needed.

Required Education: 

  • Bachelor’s degree in public/business administration, public policy, environmental science or a closely related field (experience may substitute for education). A Master’s degree may substitute for one year of experience.

Required Experience:

  • Five years of professional level experience managing complex programs, procurement processes, grants or loans.
  • Two years of supervisory experience in a professional setting.

Preferred/Desired Education, Experience, and Competencies.

  • Three years’ experience managing energy projects or working in the energy sector. Advanced knowledge of renewable energy and energy efficiency technologies.
  • Professional level experience with state capital financing, grant, and state budgeting.
  • Two years of experience working for, or in partnership with, organizations based in environmental or climate justice and/or experience collaborating with historically marginalized communities, Tribes and low-income populations.
  • Technical knowledge and aptitude of state legislative and capital budget processes.

Work From Anywhere
This position may be located anywhere within Washington state though occasional travel to the Olympia office or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction while observing social distancing. Due to the COVID-19 pandemic, telework (mobile-work) is expected. When approved to return, the incumbent will work with their supervisor to identify an appropriate work schedule and balance, including telework and reporting to the Olympia, Washington duty station for work activities, if needed.
