This Capital Project Manager II position will be part of the Capital Services Unit and Stormwater Services Section within the Water and Land Resources Division. The Capital Services Unit is a team of project managers, engineers, drafters, a surveyor, and an environmental scientist tasked with planning, designing, and implementing capital projects that manage storm and surface water to protect people, property, and the environment while complying with county, state, and federal requirements.
The King County Water and Land Resources Division (WLRD) is looking for an individual who has experience in project management to perform duties as a Project Manager (CPM II) of capital projects. This person will perform project management and construction management work responsibilities with some direction and guidance of stormwater engineering designs. This individual will primarily apply project management techniques and principles in multiple technical/engineering disciplines for the design, permitting and construction of stormwater facilities. This individual will develop project management plans to implement, monitor and control, and report status of schedule and budget of a variety of stormwater management capital improvement projects by leading project teams, contractors, consultants, and technical/program staff.
This position requires the ability to manage multiple capital projects from initiation through closeout in coordination with on-going operations and other stakeholder interests. Additionally, there will be opportunities related to public outreach for capital projects and helping to advance pro-equity outcomes in accordance with the King County Equity and Social Justice Strategic Plan.
Duration: This is a term-limited temporary (TLT) position that is expected to last three (3) years.

Permanent Telecommuting Requirement
The work associated with this position will be performed remotely on a permanent basis. There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location: Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.

- Manage/administer capital projects. This will involve developing and implementing approved scope of work, schedule and budget of capital projects as assigned. This involves developing detailed work plans for projects or project components; identifying deliverables and needed resources for project deliverable; preparing status reports or memos; presentation preparation; coordinating project meetings with interagency teams, local jurisdiction and other agency partners and community stakeholders; and maintaining project files, monitoring budget expenditures and processing invoices.
- Assist with preparing capital project documents. This position will be expected to help prepare project documents by coordinating with technical and engineering staff. This includes grant applications, feasibility studies, plans, permit applications, specifications, cost estimates, Basis of Design documents, Technical Information Reports, stormwater pollution prevention plans, and public outreach materials.
- Provide permitting support for capital projects. This work includes helping to prepare permit applications, helping with State Environmental Policy Act preparation, and researching relevant regulations, and implementing and coordinating permitting process with other agencies to secure permits
- Assist with public outreach. Represent WLRD in a wide range of settings, including inter-agency collaborations and project meetings for the purpose to build support and communicate complex technical issues effectively with stakeholders, including citizens and regulatory agencies. This includes capital project-specific outreach, public education and outreach related to stormwater management, and efforts to further King County’s mission related to Equity and Social Justice to build and foster relationships with a wide range of internal and external stakeholders, customers, community member and partners.
- Assist with contracts. This position will assist in the preparation of consultant and construction contracts. This work involves developing a project specific scope of work to advertise or a work order to an existing on-call contract with evaluation criteria, and a cost estimate; recording negotiations, and monitoring construction and consultant contract invoices for processing. It includes assisting others, participating in and making recommendations in the negotiation of contracts and change orders.

Required Qualifications:
- Bachelor’s Degree in Planning (Land Use, Urban, Regional, Environmental), Engineering, Environmental Studies, or a related field and two (2) years of any related work experience OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work.
- Strong organizational and project management skills.
- Ability to manage and prioritize a workload to accomplish tasks on defined timelines and in a fast-paced environment.
- Ability to communicate effectively with a variety of audiences and stakeholders.
- Ability to work independently and manage numerous projects simultaneously.
- Demonstrated initiative and creativity.
- Proficiency in Microsoft Word, Excel, and PowerPoint.
- Ability to learn new skills quickly, self-manage, prioritize and meet tight deadlines.
The Most Competitive Candidates May Have:

- A Project Management certification OR experience with Project Management Institute’s Book of Knowledge.
- Demonstrated ability to write and communicate clearly and effectively with people of varying technical and cultural backgrounds.
- Commitment to furthering one’s personal development in cultural competency, equity, and social justice.
Necessary Special Requirements:
- Valid Washington State driver’s license or the ability to obtain one prior to starting work if selected for this position.
- The final candidate will be required to successfully pass a pre-employment physical.
Physical Requirements:
This position requires the ability to work outside conducting physical site inspections and evaluations, including in times of inclement weather conditions. There is often a need to walk on uneven terrain for short periods of time. Field conditions include brushy, forested environments; river, stream, and wetland corridors; and slippery, uneven surfaces and adverse outdoor weather conditions. Work tasks may also include in-water situations involving wading and the use of rafts or canoes.Work Environment:
Heavy workloads, deadline pressure, and interruptions are not uncommon. Projects may occasionally require evening, weekend, or holiday work, and extended holidays. - Supplemental Information
