Summary

The Parks and Recreation Division of King County’s Department of Natural Resources and Parks (DNRP) is seeking a Capital Improvement Program (CIP) Planning Supervisor to lead its efforts to develop and implement comprehensive capital investment plans and fund development strategies in support of the Parks CIP.  The individual in this position will lead a planning team that will use data from the division’s asset management system, major maintenance studies, and other sources along with input from internal and external stakeholders to ensure that the portfolio of projects and programs within each of the division’s capital portfolios is aligned and prioritized to ensure that strategic objectives can be met, and that they align with the region’s growth targets and with current ongoing Executive and Council goals and initiatives. 

This new position for the division and the team it will supervise will focus on providing direct planning and program support to the division’s CIP. The Parks CIP includes a variety of infrastructure assets including but not limited to its portfolio of regional trails, park and recreation facilities, back country trails, and other capital features of the parks, trails and open space system. As a collaborative partner in supporting the CIP and the efforts of other unit supervisors within the CIP section, this position will lead the CIP Planning in support of Parks’ capital program delivery, focusing on planning the capital investments and improvements of the agency infrastructure and facilities for future generations.

Permanent Telecommuting Requirement
The work associated with this position will be performed remotely on a full-time basis. Employees will also have access to shared workspaces at King Street Center at 201 S. Jackson Street in downtown Seattle. There will be situations where the employee is required to report to a County worksite. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Work Location:  Primarily teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104

Work Schedule:  This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week.

Job Duties
  • Direct and supervise the CIP Planning team in developing capital planning program goals and objectives. Provide leadership, problem-solving and technical assistance to staff and internal clients. Prepare and implement work plans, lead planning and program staff in developing and fulfilling annual work plans.
  • Develop and implement comprehensive capital investment plans and fund development strategies in support of the Parks CIP.
  • Seek out and oversee the development of grant applications related to State and Federal grant opportunities.
  • Plan, direct, and oversee King County’s continued participation in the Leafline Coalition.
  • Develop program policies and procedures and recommend to division leadership. Implement and evaluate approved policies and procedures.
  • Provide technical expertise to support the prioritization of projects within each program and portfolio. Ensure capital planning efforts align with organizations policies.
  • Identify investment needs for infrastructure in support of future operations.
  • Create six-year capital plans and create interim milestones targets.
  • Work collaboratively with other government and regulatory agencies or departments to address polices and issues.
  • Solicit and consolidate input from all stakeholders in the development of capital investment plans and strategies. Advise internal customers on the technical aspects of applicable plans and programs.
  • Conduct and facilitate meetings and workshops and lead internal conversations to assure frequent and timely communication of planning and program issues and priorities to the team and other units within the CIP section.
  • Perform comprehensive planning (i.e. prepare master plans and update existing plans) for large multi-feature park facilities such as Marymoor Park. Perform long-term capital improvement planning for facilities such as the King County Aquatic Center
Experience, Qualifications, Knowledge, Skills

Required Qualifications:

  • Working knowledge of capital planning principles, including how capital portfolios are structured, knowledge of different capital funding sources, capital program categories, and capital project components i.e. scope, schedule, budget, phases, etc.
  • Ability to effectively lead a multi-functional team.
  • Ability to lead and facilitate meetings, workshops, and internal conversations in support of Parks capital planning and program issues.

  • Experience using asset management data and input from stakeholders to inform capital investment planning.
  • Experience in supervising/managing teams, demonstrating proficiency in creating community and shared vision among team members, and motivating them to action.
  • Demonstrated ability to work well with others at all levels of an organization using active listening, settling disputes respectfully, reaching equitable agreements, finding common ground, and maintaining strong relationships.
  • Expertise managing scope, schedule, and budget to meet requirements for quality, timeliness, and cost, resulting in excellent client service.
  • Ability to strategically prioritize competing tasks, programs, and/or projects, and make sound decisions in the midst of uncertainty, risk, and disagreement.
  • Proficiency in communicating ideas and evidence verbally, visually, and in writing so they are accurate, easy to understand, and compelling.
  • Proficiency in critical reviews of scientific methodologies and technical deliverables.
